Description
This notice is to announce that NSN: 6140-01-108-2159 is being solicited. This is a combined synopsis/solicitation notice. The solicitation number is : SPE7L714X0003 and is issued as a Request for Quote (RFQ). The solicitiation is available in FedBizOps on March 20, 2014 https://www.dibbs.bsm.dla.mil/RFP/. An Indefinite Delivery Purchase Order (IDPO) with one base year and two option years is anticipated. Estimated annual demand quantity(ADQ) is 3394 each. The ADQ represents an estimate only and not a guaranteed amount. Multiple delivery orders may be written against the basic contract for a maximum of three years. Solicitation will be issued as a 100% small business set-aside. The delivery for this acquisition will be FOB Origin and deliveries will be shipped directly to DLA customers within the continenetal United States. Various incremental quantities will be solicited. While price is a signicant factor in the evaluaiton of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. The solicitation issue date is on March 20, 2014 with the response date on April 3, 2014. Note: copies of this solicitation will only be available via the World Wide Web. Hard copies of this solicitation are not available. All responsible sources may submit an offer/quote, which shall be considered. The item description is as follows: BATTERY, STORAGE WITH F2 TERMINALS LEAD ACID, CHARGED, SEALED, IMMOBILIZED Shelf Life Type I, 12 months THIS SHELF LIFE ITEM IS NON-EXTENDABLE, CODE H, WITH A TOTAL SHELF LIFE OF TWELVE MONTHS. MATERIAL FURNISHED UNDER THIS CONTRACT/ORDER SHALL HAVE AT LEAST 85% (10 MONTHS) OF THE SHELF LIFE REMAINING AT TIME OF DELIVERY. MSDS/PSDS required per FED-STD-313 1. SAMPLING FOR INSPECTION AND TESTING SHALL BE IAW ANSI/ASQ Z1.4-2008, DATED JAN 1, 2008. ANY ALTERNATE PLAN MUST BE APPROVED BY THE PCO. A SAMPLING PLAN THAT ACCEPTS ON ZERO DEFECTS IS REQUIRED 2. ANY DEFECTIVE ITEM DISCOVERED DURING INSPECTION MAY BE CAUSE FOR REJECTION OF THE ENTIRE CONTRACT QUANTITY. MIL-STD-129P(4) REQUIRED MIL-STD-130N(1) DATED 16 NOV 2012. IDENTIFICATION MARKING OF U.S. MILITARY PROPERTY NO DATA IS AVAILABLE. THE ALTERNATE OFFEROR IS REQUIRED TO PROVIDE A COMPLETE DATA PACKAGE INCLUDING DATA FOR THE APPROVED AND ALTERNATE PART FOR EVALUATION. MERCURY OR MERCURY CONTAINING COMPOUNDS SHALL NOT BE INTENTIONALLY ADDED TO,OR COME IN DIRECT CONTACT WITH,ANY HARDWARE OR SUPPLIES FURNISHED UNDER THIS CONTRACT. EXCEPTION: FUNCTIONAL MERCURY USED IN BATTERIES, FLUORESCENT LIGHTS, REQUIRED INSTRUMENTS; SENSORS OR CONTROLS; WEAPON SYSTEMS; AND CHEMICAL ANALYSIS REAGENTS SPECIFIED BY NAVSEA. PORTABLE FLUORESCENT LAMPS AND PORTABLE INSTRUMENTS CONTAINING MERCURY SHALL BE SHOCK PROOF AND CONTAIN A SECOND BOUNDARY OF CONTAINMENT OF THE MERCURY OR MERCURY COMPOUND. (IAW NAVSEA 5100-003D). THE CONTRACTOR SHALL PROVIDE A MATERIAL SAFETY DATA SHEET (MSDS) AS DIRECTED BY FAR 52.223-3, HAZARDOUS MATERIAL IDENTIFICATION AND MATERIAL SAFETY DATA (JAN 1997). A COPY OF THE APPLICABLE HAZARD WARNING LABEL(S) (HWL) SHALL BE SUBMITTED WITH THE MSDS AS DIRECTED BY DFARS 252.223-7001, HAZARD WARNING LABELS (DEC 1991). THE MSDS SHALL BE IAW FEDERAL STANDARD 313 (LATEST REVISION) AND CONFORM TO OSHA'S HAZARD COMMUNICATION STANDARD IN TITLE 29 CFR 1910.1200 (LATEST REVISION) AND SHALL BE SUBMITTED BY THE APPARENTLY SUCCESSFUL OFFEROR PRIOR TO CONTRACT AWARD AS DIRECTED BY DLAD 52.223-9000, MATERIAL SAFETY DATA SHEETS AND HAZARD WARNING LABELS (NOV 2011). TO SATISFY THE FED-STD-313 REQUIREMENT, THE CONTRACTOR SHALL SUBMIT THE APPLICABLE MSDS AND HWL TO THE LOCAL ADMINISTERING AGENCY'S CONTRACTING OFFICE FOR PROCEDURAL REVIEW AND APPROVAL PRIOR TO CONTRACT AWARD. CONTRACTOR MUST EXERCISE A DUTY OF CARE THAT EACH MSDS BE REGULARLY UPDATED (USUALLY EVERY THREE TO FIVE YEARS) OR WITHIN 3 MONTHS OF ANY CHANGES PER U.S. CODE, TITLE 42, CHAPTER 116, SUBCHAPTER II, PARAGRAPH 11021(D). IF THE MATERIAL IS NOT CONSIDERED HAZARDOUS, IN ACCORDANCE WITH FED-STD-313, THE MATERIAL SHALL BE COMMERCIALLY PACKAGED IN ACCORDANCE WITH ASTM D-3951. Start_of_Hazardous_Packaging_Data HAZARDOUS PACKAGING STATEMENT PACKAGING DATA: SHALL BE PACKAGED IN ACCORDANCE WITH HAZARDOUS MATERIALS PACKAGING REQUIREMENTS. PACKAGING: PACKAGING FOR HAZARDOUS MATERIALS SHALL COMPLY WITH APPLICABLE REGULATIONS, I.E., TITLE 49 CODE OF FEDERAL REGULATIONS, INTERNATIONAL CIVIL AVIATION ORGANIZATION (ICAO) TECHNICAL INSTRUCTIONS (EXCLUDING PARAGRAPH 1.4 OF CHAPTERS 1 AND 3), AND INTERNATIONAL MARITIME DANGEROUS GOODS CODE (IMDG). BOTH ICAO AND IMDG COMPLY WITH UNITED NATIONS (UN) RECOMMENDATIONS ON TRANSPORT OF DANGEROUS GOODS. WHEN A CONTRACT/ORDER FOR HAZARDOUS MATERIALS REQUIRES SHIPMENT THROUGH A MILITARY AERIAL PORT FOR TRANSPORT VIA MILITARY AIRCRAFT, PACKAGING SHALL COMPLY WITH DLAI 4145.3, PREPARING HAZARDOUS MATERIALS FOR MILITARY AIR SHIPMENT. LABELING AND MARKING: ALL INTERIOR AND EXTERIOR CONTAINERS SHALL BE LABELED AND MARKED AS SPECIFIED IN THE REFERENCED PRODUCT SPE CIFICATION, AND/OR AS SPECIFIED IN SECTION C OF THE CONTRACT OR ORDER. IN ADDITION, ALL LABELING AND MARKING SHALL COMPLY WITH THE REQUIREMENTS OF MIL-STD-129, 49 CFR, 29 CFR, AND, AS APPLICABLE, ICAO TECHNICAL INSTRUCTIONS, IMDG ANNEX 1, AND/OR DLAI 4145.3. CERTIFICATION: ALL PACKAGING PERFORMANCE TEST REQUIREMENTS SHALL BE SUPPORTED BY CERTIFICATES AND REPORTS ATTESTING TO DATE OF TESTING AND DATA RESULTS OBTAINED FROM TESTING. THE CONTRACTOR'S SIGNED CERTIFICATION THAT PACKAGE CONFIGURATION MEETS 49 CFR, AND, AS APPLICABLE, ICAO, IMDG AND/OR DLAI 4145.3 REQUIREMENTS, SHALL BE INCLUDED ON THE DD FORM 250 (MATERIAL INSPECTION AND RECEIVING REPORT), OR ANY SUITABLE ALTERNATE COMMERCIAL PACKING LIST. ALL CERTIFICATES/REPORTS SHALL BE AVAILABLE FOR INSPECTION BY AUTHORIZED U. S. GOVERNMENT REPRESENTATIVES FOR A PERIOD OF NOT LESS THAN 3 YEARS FROM DATE OF SHIPMENT.
