- This notice serves as a presolicitation notice/procurement synopsis for the Lot 3+ High-speed Anti-Radiation Missile (HARM) Control Section Modification (HCSM) units, WCU-33B. The Lethal SEAD/DEAD Contracting Branch (AFLCMC/EBAK), Air Dominance Division (AFLCMC/EBA), Armament Directorate (AFLCMC/EB), Eglin AFB, FL, plans to award a HCSM Lot 3 production contract with an option for Lot 4. Included in this effort for Lot 3 are a total of 3 Engineering Evaluation Units, 250 (minimum) to 500 (maximum) HCSM units, associated 1 year warranties, and associated data; for the Lot 4 option, 160 (minimum) to 650 (maximum) HCSM units and associated 1 year warranties. The contract will be structured to accommodate Air Force (AF) or FMS quantities. The contract will call for the contractor to produce modified HARM control sections that meet the following requirements: Weapon System Specification, for the High-Speed Anti-Radiation Missile (HARM) AGM-88F, Rev C, 10 April 2013 (SECRET) Missile System (MS) Prime Item Development Specification (PIDS) for the High-Speed Anti-Radiation Missile (HARM) AGM-88F, Rev C, 10 April 2013 (CONFIDENTIAL) AS-5108; Rev C, 10 August 2001 (CONFIDENTIAL) and ECP Number 26146, 15 July 2013 (UNCLASSIFIED) AS-5186; Rev C, 8 April 2003 (UNCLASSIFIED) and RFCs RFC-ACC-004, RFC-ACC-005, RFC-ACC-006, RFC-ACC-007, RFC-ACC-008, RFC-ACC-009, RFC-ACC-010, RFC-ACC-011, RFC-ACC-012, RFC-ACC-013, RFC-ACC-016 and RFC-ACC-022 (All are UNCLASSIFIED) Interface and functionality with F-16 Block 50/52 aircraft and F-16 operational flight program version M6.2+, flight test release #2, 29 May 2013, or the most current release, without modification Utilize existing Field Level Support Equipment without modification, to include F-16 support equipment and the Guided Missile-Launcher Test Set (GM-LTS) Compatibility with the Type 3 Aircraft Launcher Interface Computer, LAU-118 launcher, and telemetry unit RT-1198B/B, without modification Delivery of the first modified control sections are anticipated to begin approximately 12 months after contract award (or may require 12 months after completion of certain re-verification and fielding tasks, if applicable). The Government anticipates awarding the basic contract with one option based on a limited competition between two contractors utilizing Lowest Price Technically Acceptable source selection procedures. The AF intends to purchase as many HCSMs and associated one year warranties as the budget allows. The Air Force has no development funds for this acquisition, only production funds. Therefore, contractors offering a HCSM unit that has not already been qualified and fielded by the Air Force will have the costs to accomplish the qualification and fielding tasks included and evaluated as part of their proposed prices. These costs are currently estimated not to exceed $4,695,000.00. Anticipated date of the RFP is on or about 10 April 14; date of closing response is on or about 27 May 14. This acquisition is contemplated under the authority of Title 10, United States Code 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One or a Limited Number of Responsible Sources." The two contractors are Alliant Techsystems, Inc (ATK), 9401Corbin Ave., Northridge CA, 913324, and Raytheon Company, Raytheon Company, Missile Systems (RMS), 9000 S. Rita Road, Bldg 9022, M/S R117, Tucson, AZ 85744. RMS is the current producer of the HCSM units. An Ombudsman has been appointed to address concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
