- Market Survey Questionnaire This Request for Information (RFI) is issued solely for informational, market research, and planning purposes only and does not commit the Government to contract for any services. This notice does not constitute an Invitation for Bid (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and should not be construed to as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The Federal Government is in no way liable to pay for or reimburse any company or entity that responds to this announcement. Any costs incurred by interested parties will NOT be reimbursed. Not responding to this notice does not preclude participation in any future solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is the responsibility of any interested party to monitor this site for additional information pertaining to this notice. The Federal Bureau of Investigation (FBI) conducts substantial research into firearms, ammunition, ballistic protective garments, and related materials, through the FBI Ballistic Research Facility (BRF). The FBI is seeking qualified sources capable of providing Ballistic Research Assistant services in support of BRF research, located at the FBI Academy in Quantico, Virginia, and other locations as required in support of specific research programs. Minimum Qualifications The following minimum qualifications are required for a Ballistic Research Assistant providing services to the Government: • United States citizen • Capable of being awarded a Top Secret security clearance issued and updated by the FBI • Legally able to possess firearms • Possess a valid driver's license for the state of residency • Medical degree (doctorate) from an accredited university • Minimum of 15 years medical practice experience, to include trauma treatment • Current or prior experience as a law enforcement officer, to include tactical police training and experience (including sniper/observer training) • FBI (or approved equivalent) training/certification as a firearms instructor, and certification as a police instructor • Thorough, demonstrated knowledge of law enforcement firearms • Qualified (past/present) as an expert witness in ballistics and wound pathology • Demonstrated knowledge of scientific method and process • Experience conducting structured ballistic research, with an emphasis on testing ammunition, ballistic protective garments, and weapons • Ability to prepare reports and other documents using computer software including Corel WordPerfect and Microsoft Word • Demonstrated knowledge of ballistic research and testing techniques including the use of Oehler Ballistic Instruments • Thorough, demonstrated knowledge of weapons testing techniques including function testing, accuracy testing, abuse testing, and ammunition assimibility testing • Thorough, demonstrated knowledge of the techniques required to photograph testing and research, including 35mm still photography, digital imaging, videotaping, and motion analysis photographic equipment Nature of Services Services shall include, but not be limited to, the following illustrative examples: • Conduct velocity, accuracy, and pressure testing of ammunition • Conduct acceptance testing of weapons • Serve as an expert witness in areas pertaining to ballistics and wound pathology • Conduct calibration of Piezoelectric Conformal Transducers using calibration equipment provided • Conduct ballistic gelatin testing according to FBI protocols, to include preparation of gelatin, setting up and conducting the test, entering resultant data into computer databases and preparing written reports • Conduct ballistic testing using Oehler Ballistic Instruments provided by the FBI • Conduct motion analysis using Olympus motion analysis cameras, Video Beam trigger device, and Arri HMI lights • Photograph items using Nikon single lens reflex 35mm and digital image cameras, ranging from telescopic to microscopic images • Conduct inspection of materials using Hawkeye bore scopes • Videotape tests using Sony Handicam video cameras • Conduct troubleshooting of ballistic test equipment using appropriate instruments • Create reports using Corel WordPerfect, Microsoft Word, Microsoft Access, Microsoft Excel, and Oehler Ballistic software • Create presentations using Microsoft PowerPoint software • Prepare written reports and records (using specific FBI formats) to document research conducted and briefings provided • Prepare visual aids in support of research conducted • Testify in various proceedings as required • Assist in the preparation of research and testing protocols • Assist in weapon, ammunition, and firearms related materials inventories • Assist FBI DSU personnel in firearms related programs • Conduct research into firearms, ammunition, and related materials, and assist in testing and evaluating firearms and related materials • Demonstrate knowledge of the primary firearms currently issued by the FBI which include, but are not limited to, the Glock 17, 19, 21, 22, 23, 26, and 27 pistols, SIG Sauer P220, P226, P228, and P229 pistols, the Remington 870 shotgun, the Heckler & Koch MP5/10mm submachine gun and carbine, the Colt pattern rifle and carbine - such knowledge must include nomenclature, operating controls, disassembly and assembly, safety systems, and firing techniques • Maintain proficiency in the use of current Bureau issued or approved firearms, as required for FBI certified firearms instructors • Occasionally provide firearms instruction on the firing line to trainees during the dry fire and live fire exercises • Provide briefings and demonstrations (including live fire) to visitors, including the operation of ballistic research equipment All interested parties should provide the requested information in the attached market survey questionnaire by Friday, April 4, 2014. Responses received after 4/4/2014, may not be considered in the government's analysis.
