- 309th Maintenance Support Group Industrial Computed Tomography (ICT) 1500 System Sources Sought Synopsis THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Notice: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219 Other Electronic and Precision Equipment Repair and Maintenance which has a corresponding Size standard of $19.M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran­ Owned, Hubzone, and Woman-Owned small business concerns. The government requests that interested parties respond to, this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Ogden Air Logistics Complex Contracting Directorate is conducting market research to determine the existence of potential small business sources to provide maintenance and repair services as required for the ICT 1500 System. Specifically, the Contractor shall provide trained personnel; furnish all labor, tools, parts, materials, facilities, transportation and lodging necessary to perform full service on-call and on-site maintenance, repair and calibration on the ICT 1500 CT system, software, and associated subcomponents IAW OEM specifications to include operation, maintenance, and software manuals for the ICT 1500 CT system as well as the OEM's specifications and operation, maintenance, and software manuals for the various sub-system components ICT 1500 System. The requirement will be in accordance with the Performance Work Statement (PWS). Either a complete and adequate data package is not available to be provided as a part of this Sources Sought Synopsis, or special materials, facilities, tooling, or test equipment which may be required for performance are not available from the government. Responses from interested contractors must demonstrate that the item or services meet the government's requirements. It is believed that Rapiscan, Inc. (OEM, CAGE Code 7N082) currently owns the proprietary technical and data rights necessary to perform all the services outlined in the PWS. This is in support of the 309th Maintenance Support Group located at Hill AFB, UT. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Ogden Air Logistics Complex Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in March/April 2014 timeframe for the acquisition of services required for this effort at Hill AFB, UT. The estimated contract period including all options is May 2014 through May 2017. A draft Performance-Based Work Statement is attached. The Government requests that non-proprietary information be submitted in response to this SSS. However, should proprietary information be submitted, it should be marked "PROPRIETARY", and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. The Government requests interested parties submit a brief statement of current capability to perform these services to include the requested information below. Please limit your submissions to five pages. 1. Company name, point of contact, email address, telephone and fax numbers, type of business and size. 2. All maintenance and repair, to include software, of the ICT 1500 CT SYSTEM shall be performed in accordance with the OEM's specifications to include operation, maintenance, and software manuals for the ICT 1500 CT system as well as the OEM's specifications and operation, maintenance, and software manuals for the various sub-system components. Does your company have access to and/or authority to utilize or obtain these OEM specifications to include operation, maintenance, and software manuals for the ICT 1500 CT system as well as the OEM's specifications and operation, maintenance, and software manuals for the various sub-system components? If so, please explain. 3. All contractor field maintenance technicians shall be trained for the specific equipment and software to be maintained under this service. Training must include an OEM maintenance course or OEM approved equivalent. Can you provide evidence of such training/certification upon request by the CO or designated representative? 4. Description of the capabilities, qualifications, and skills the company possesses to provide on-call and on-site critical and non-critical maintenance, repair, and parts on the ICT 1500 CT system, software, and associated subcomponents IAW OEM specifications to include operation, maintenance, and software manuals for the ICT 1500 CT system as well as the OEM's specifications and operation, maintenance, and software manuals for the various sub-system components. 5. Provide a summary of maintenance and repair services your company has performed on similar equipment.
