- Sources Sought Form This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to provide construction services in performance of a contract that may be issued to design/build the concrete and masonry approach apron structure at the Unit 10 powerhouse and design/build a replacement footbridge at the New Power Plant, located at the Soo Locks, Sault Ste Marie, Michigan. The work consists of, but is not limited to, the following: Unit 10 Powerhouse Work: Contractor shall design, prepare final contract drawings and specifications, and execute the removal of the concrete and masonry approach apron structure at the Unit 10 powerhouse. Once removed, the contractor shall place stone in the vacated area as shown on the required plan. The demolished concrete and masonry material may remain on site and covered with stone to form the required embankment contours. The contractor shall also design and construct, to the dimensions shown on the contract drawings, a reinforced concrete platform adjacent to the Unit 10 Powerhouse. The platform shall have a concrete slab surface, concrete pier caps, and be supported by drilled concrete piles. New Power Plant Footbridge Replacement: Contractor shall design, prepare final contract drawings and specifications and construct the following: (1) ACROW Bailey bridge between the New Power Plant and Sabin Lock: The span of the bridge is approximately 220 feet, but shall be finalized by contractor. The Soo Area Office (SAO) owns all necessary AB701 panels to construct bridge. Contractor shall acquire transoms, decking and other ancillary parts necessary to complete the bridge. The bridge shall be designed and constructed to be permanent structure. (2) Earthen embankment between Power Plant and Sabin Lock. (3) Southern bridge abutment: Abutment shall be reinforced concrete and be located in a position that will allow the existing service road to run beside it and under the bridge. (4) Northern bridge abutment and platform. The bridge abutment and platform shall be reinforced concrete and be pile supported. (5) Electrical lighting for the bridge and embankment (6) Modifications to existing fence and security system to include new automatic tilt gate. This is NOT a request for proposals. The purpose of this notice is to determine the interest, capability, and availability of qualified contractors to perform this work. The North American Industrial Classification System (NAICS) code is 237990, which has a small business size standard of $35.5 million in average annual receipts. The solicitation is expected to be posted in July 2014. ALL qualified firms (small business, service disabled veteran owned businesses, HUBZone firms, Woman Owned, 8(a) firms and large businesses) are encouraged to respond. The response to this notice shall be in summary format and shall not exceed 12 pages. Do NOT send an SF 330. Responses shall include: (1) A fully completed Sources Sought Information Request Form. (2) If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. (3) A letter from the firm's bonding company verifying its total bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). (4) Past Experience - A list of the last five similar projects completed, to include contract number, award date, dollar value of contract, project location, and point of contact with contact information. (5) Capacity to perform, to include geographic span, logistics complexity, and project size. (6) A statement indicating which portion(s) of the work would be self-performed by the prime contractor. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. All firms regardless of business size that are interested in responding are invited to submit their information via email only to the Detroit District Contracting Branch at LRE-Quotes@usace.army.mil. Attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please submit responses no later than 5:00 PM Eastern time on April 4, 2014. Please reference "SOURCES SOUGHT: Soo Approach Apron and Footbridge" in the subject line. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. The formal solicitation will be issued at a later date by a separate announcement.
