- The purpose of this Sources Sought Notice is to identify to the Government potential sources interested in this procurement as either the prime contractor or a subcontractor. U.S. Army CECOM Software Engineering Center (SEC) and Logistic Readiness Center (LRC) are responsible for providing life cycle software and hardware sustainment for Mission Critical Defense Systems (MCDSs). The CECOM goals are to: 1) establish/maintain Post Production Software Support (PPSS) for fielded systems;2) provide systems and software engineering support; and 3) provide hardware sustainment to include radio repair, evaluation, and disposal for systems both deployed and under upgrade. The contractor shall support both the PPSS and hardware sustainment effort for the AN/TSQ-158 Enhanced Position Location Reporting System (EPLRS). This Sources Sought Notice will establish the requirements for a Cost Plus Fixed Fee-Completion Contract consisting of one (1), twelve (12) month base period, with two (2) twelve (12) month option periods, for the acquisition of PPSS and hardware sustainment. In addition, life cycle sustainment support will include software support to include program management, software maintenance EPLRS software support, software test bed facility support, system integration and testing, required deliverables, information assurance/certification accreditation implementation, configuration, data management, and replication/distribution installation and training; and hardware repair efforts to include repair/restore the EPLRS RTs, subassemblies or equivalents, support hardware to a serviceable condition and shipping the repaired/restored items to Army Depot as well as recommendations to upgrade, revise and process hardware requirements. The EPLRS application software development facility testbed were developed by, and are proprietary to, the Raytheon Company. The Government does not possess a Technical Date Package (TDP) for the EPLRS. The purpose of this Sources Sought Notice is to assist the Government to determine an acquisition strategy. Please address the following items in your response. Provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy the requirements described. Provide details regarding how the lack of the TDP for EPLRS will be addressed. Provide details if your company is currently providing similar services to another government agency (you may provide contract #s) or other non-government customer. Please identify the agency or non-government customers. If you are unwilling to share your customer's identify, please address whether your company offers the same or similar services commercially. Contractors interested in providing this software support must indicate by replying in writing to Procurement Coordinator, US Army CECOM, Software Engineering Center Contracts Office, APG, MD. The Army does not anticipate holding interchange meetings with potential offerors.
