- The proposed projects are for a new bulk storage transfer pump house at Joint Base-McGuire-Dix-Lakehurst, New Jersey THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED CONCERNS DOING WORK UNDER NAICS 237120. ANY POTENTIAL COMPETITIVE SOLICITATION(S) THAT MAY PROCEED FROM THIS NOTICE WILL BE POSTED TO FEDBIZOPPS. ALL INTERESTED OFFERORS WILL HAVE THE OPPORTUNITY TO RESPOND TO A SOLICITATION ANNOUNCEMENT AT A LATER TIME IF AND WHEN A SOLICITATION IS ISSUED. The U.S. Army Corps of Engineers, New York District is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified SBA certified 8(a) firms serviced by SBA New Jersey, New York, and Pennsylvania, and Massachusetts district offices, HUB Zone, Small Business, Service-Disabled Veteran Owned Small Business firms, Economically Disadvantaged Women Owned Small Business and all Small Businesses under the small business size standard having the capability and bonding capacity for the following effort: The proposed project involves, but is not specifically limited to the construction of ; (a) a new bulk storage transfer pump house that includes; 3-600 GPM transfer pumps, 3-600 GPM receipt filter separators with by-pass capability, modern control system & emergency generator back-up power. The new pump house will be connected to existing tanks, hydrant system supply pipelines & receipt pipeline, and new offload system, which is also part of this construction contract, with carbon steel fuel piping; (b) replacement of existing ground fuel storage & distribution system with 2-20,000 gal self-contained above ground storage tanks with receipt & dispensing capability and required spill containment; (c ) installation of three dual position skid mounted truck off loading headers with associated spill containment; (d) demolition of access road & pavements, two fill-stands, a ground fuel pump house and four associated underground fuel tanks, the existing transfer pump house and the existing bulk fuel admin bldg. Site work which includes security fence modifications, area lighting, access road work, electrical service upgrades, alterations and additions to storm sewer, water, sanitary sewer systems, spill containment pavements, restoration of disturbed areas, contaminated soil remediation and cathodic protection of all components. Responses to this sources sought will be used by the Government for market analysis only, as an aid in its making of the appropriate acquisition decision(s); such as, use of a small business set aside or full and open competition. This project is planned for advertisement in April 2014 and award in June 2014. If qualified firms do not respond to this Sources Sought Notice the project may be acquired under full and open competition. Contract duration is estimated at approximately 540 calendar days. The North American Industry Classification System (NAICS) code is 237120 for Oil and Gas Pipeline and Related Structures Construction. The SBA size standard is $33.5 million in average annual receipts. The estimated construction cost for this project is between $5,000,000 and $10,000,000. General Construction. The Prime Contractor will perform at least 15% percent of the cost of the contract, not including the cost of materials, with its own employees.. Responses should include the following: (1) Identification and verification of the company as an SBA certified 8(a) firm by SBA New Jersey, New York, Pennsylvania, or Massachusetts district offices, HUB Zone, Service-Disabled Veteran Owned Small Business, Economically Disadvantaged Women Owned Small Business or Small Business for NAICS Code 237120. (2) CAGE Code and/or DUNS Number (3) The firm shall illustrate relevant past experience through submitting the description of a minimum of two (2) projects, and not more than four (4) projects, similar in scope, magnitude and complexity to this proposed project, completed within the last five (5) years. Completed projects are defined as the date the facility was turned over to or occupied by the owner. The definitions of scope, magnitude, and complexity are defined as follows: a. The scope of the project is the construction of a new pumphouse, three new off-loading stations and a new ground products system. The project also includes a new truck containment area, new electrical service and modifies the piping system at the bulk fuel farm. b. The magnitude of each past project submitted for consideration must have a construction dollar value greater than $5 million. c. Similar complexity is defined as the management, coordination & construction of truck off load areas/stations, truck fill stands, bulk storage transfer pump houses, POL operations facility, above ground fuel storage tanks with fixed roof & floating pans, and demolition of bulk above ground storage tanks and fuel systems. The project narratives submitted for this consideration must be at least 50% complete or completed within the last five (5) years from the date this sources sought information is due. (4) The interested contractor must indicate their capability of obtaining performance and payment bonds for a project up to $10 million. (5) The interested contractor shall provide a statement verifying that 15% of the work will be self performed including a description of the work that will be self performed. Additionally, a complete list of all permanent employees, name, title, and a brief description of their function (roles and responsibilities) shall be provided.
