Description
Architecture-Engineering (A/E) and Environmental Services are required for preparation of warfighter readiness documentation including Environmental and Military Range Planning documents for the Atlantic Fleet and eastern U.S. activities. Preponderance of work will involve Navy training range complexes within the Atlantic Fleet Area of Responsibility (AOR); however, this contract may also include work on ranges and installations around the world. Potential work in the Atlantic AOR may include but is not limited to Naval and Marine Corps installations/operating areas on the east coast, Atlantic Ocean, Mediterranean Sea, Puerto Rico, Guantanamo Bay, Caribbean areas, and Gulf of Mexico range Complexes. In addition, some work may involve range complexes, operating areas, and installations controlled by other Navy Claimants such as Naval Air Systems Command and Naval Sea Systems Command and other Navy and Marine Corps components. The contract will provide services of an interdisciplinary team required to support the Tactical Training Theater Assessment and Planning (TAP) Program. The TAP program is intended to ensure the sustainability of Navy training ranges and operating areas to support warfighter readiness around the world. The general scope of this contract requires the services of environmental engineering and military operations specialists, and the use of engineering and biological sciences and principles and methods of engineering analysis by individuals whose competence has been attested by licensor as a professional engineer or certified planner. The services required from the A/E firm or joint venture include the following: preparation of Environmental Planning documents in compliance with National Environmental Policy Act (NEPA) and Executive Order (EO) 12114; preparation of Range Complex Management Plans (RCMPs), Range Sustainability Environmental Program Assessment (RSEPA), and/or Water Range Sustainability Environmental Program Assessment (WRSEPA) in accordance with TAP guidelines, applicable Navy policies including the most current version of OPNAV 5090.1, and DoD instruction 4715.11/12; preparation of biological and ecological studies in support of environmental documentation; preparation of Endangered Species Act (ESA) Biological Assessments; preparation of Marine Mammal Protection Act (MMPA) permits; preparation of Coastal Consistency Determination (CCD) in accordance with the Coastal Zone Management Act (CZMA); preparation of Section 106 and 110 documents required under the National Historic Preservation Act (NHPA); preparation of Range Air Installation Compatibility Use Zone (RAICUZ) studies; preparation of reports and documentation related to Operational Range Clearance (ORC) in accordance with OPNAVINST 3571.4; other range-related reports, documentation, or analyses such as the Sustainable Ranges Report (SRR) per section 366 of the FY03 National Defense Authorization Act (10 USC §113) of 02 Dec 02; preparation of Encroachment Action Plans (EAPs) in accordance with OPNAVINST 11010.40 and CNICINST 11010.1; and other documentation requirements needed to support NEPA or Range Management actions including but not limited to documentation required to comply with Clean Water Act (CWA), Clean air Act (CAA), Resource Conservation and Recovery Act (RCRA), and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Additional requirements under this contract may include but are not limited to studies, sketches, preliminary plans, cost estimates and descriptive text for future planning and work plans and special planning and engineering services, such as, but not limited to, environmental analysis, acoustical analysis associated with at-sea testing and training, density modeling, geospatial analyses, information technology applications, traffic, air quality, noise, encroachment, and socio-economic studies. The selected firm or teams shall have on-line access to e-mail via the Internet for routine exchange of correspondence and shall at a minimum, conduct project collaboration, compile documents, populate databases, conduct geospatial analysis, generate maps, and integrate final deliverables into the Navy enterprise information management systems as specified in the individual task orders.
