Description
SF330 Description Indefinite Delivery/ Indefinite Quantity (IDIQ) contract(s) for professional surveying services for landline surveying on or near the Allegheny National Forest, located in Northwestern Pennsylvania in Forest, Warren, Elk, and McKean Counties. The work will include: Research supplemental records and field investigate as necessary to conduct the survey, identification and remonumentation or maintenance of landlines and/or property corners involved, re-establishment of any lost corners, running of necessary lines in order to accurately offset and locate the boundary line between properties, placing of intervisible markers along the property line, blazing, posting and painting of the property lines, preparation of survey, preparation of a survey plat or plats for lines retraced and to depict any claim areas, preparation of Corner Record Card for each Forest Service property corner, removal or obliteration of any existing erroneously painted lines, preparation of a surveyor's report, highlighting important elements of the project, notifying adjoining owners that a survey will be conducted, and contacting local landowners relative to local monuments, corners and conditions. To be eligible for contract award, a firm must have a Land Surveyor licensed in Pennsylvania. The Forest Service anticipates award of one or more IDIQ contracts with a base year and an option to extend the contract for four additional one-year periods. Individual task orders will be issued against the IDIQ contract(s) as program needs arise. The government reserves the right to award to more than one contractor. If multiple contractors are selected, task orders will be rotated among contractors. Estimated time of performance will vary by task order. The government guarantees to purchase a minimum of $5,000.00 in services over the life of the contract. Maximum contract amount will be $300,000. Only firms with Professional Surveyor(s) licensed in Pennsylvania will be considered. Contractors will be evaluated based on the factors listed below. Factors 1, 2, & 3 are of relatively equal importance, but only half the importance of criteria 4 and 5. Evaluation Factors (1) Professional qualifications necessary for satisfactory performance of required services. Your firm's Registered Professional Surveyors' experience in rural boundary surveys and property line marking. Indicate anticipated level of involvement of each RPS on this project. (2) Specialized experience and technical competence in the type of work required. Show years of experience and number of miles in rural boundary surveys and property line marking of the key personnel that will be assigned to the project. Include an outline of field and office procedures. (3) Capacity of the firm to provide the required services in the required time. List your firm's equipment, personnel available, and procedures used to ensure reasonable deadlines are met. Include any proposed subcontractor and specify what duties they would perform. (4) Past performance on contracts with government agencies and private industry in terms of customer satisfaction in the areas of cost control, quality of work and compliance with performance schedules. Include projects on the SF330 that are similar in scope to rural boundary surveys and property line marking. (5) Proximity of the firm to local project area, and knowledge of the locality of the project. Indicate where your nearest office is in relation to the project area. If not within 50 mile radius of the Forest, indicate how you plan to provide service in a cost-effective manner. Indicate your firm's knowledge of local survey practices, records research and the approach you have used on previous surveys to resolve problems resulting from conflicting title or physical evidence. Submit a sample surveyor's report accompanied by a plat (suitable for filing in the public record), which identifies a boundary conflict and provides an appropriate solution or conclusion. Submission Instructions Qualified Firms desiring consideration shall submit a current Standard Form 330 (Architect-Engineer Qualifications, Parts I & II), addressing the above mentioned evaluation factors. Supplemental narratives can be attached to the SF 330 if necessary to address the evaluation criteria. Submit one original and 3 copies of the SF-330 to North East Acquisition Team, ATTN: Melissa Conn, 4 Farm Colony Drive, Warren, PA 16365 by the due date. No faxed, electronic, telegraphic, or telephonic submittals will be accepted. The Forest Service intends to offer a formal solicitation and enter into negotiations with the highest rated technical offeror (top two if more than one contract is awarded) based on the SF-330 submission evaluations. If a mutually agreed to contract price cannot be reached, the Contracting Officer will hold negotiations with the next highest technically rated offeror, etc. To be eligible for consideration, a firm must be registered in www.sam.gov prior to submitting the SF-330 and be a small business under NAICS 541370. Receiving a DUNS number and registering in sam.gov are FREE.
