Description
J&A for SAVA IT support 5-month bridge This notice of intent is to negotiate an up-to 5 months labor hours bridge extension with SAVA Workforce Solutions, under the authority of FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. Currently the FBI's TSC has 2 contracts: one with SAVA and one with Sotera, which both support IT and Operations. However, it was determined to be in the best interest of the Government to consolidate TSC's entire IT support requirement under one contract moving forward, and the Operational support under another contract. Since the SAVA Workforce Solutions contract ends 5 months earlier (3/31/14) than the current Sotera contract (9/8/14), the only way to mitigate the risk of knowledge loss and the mission disruption caused by the transitioning of contract employees (potential loss of experienced personnel, and the clearing, on-boarding, and training of new employees) is to extend the IT services component of the SAVA contract. Therefore, this action is intended to extend the IT component of the expiring contract for a period up to 5 months to allow for the consolidation of TSC's entire IT requirement under a new competitively awarded contract. This continuation of IT services will limit knowledge loss and provide the TSC with the capability to maintain uninterrupted IT services for KST Encounter and Watchlisting Operations. This notice of intent is not a request for competitive proposals. Therefore, any responses or inquiries to this notice MUST demonstrate clear and convincing evidence that competition for the bridge period will be advantageous to the Government. Responses to this notice are due NLT 5pm March 27, 2014, and are to be sent to karen.king@ic.fbi.gov.
