Description
The Republic of China (Taiwan) Taipei Economic and Cultural Representative Office (TECRO) is in the process of acquiring repair services under a United States Air Force (USAF) Foreign Military Sales (FMS) Case managed by the Precision Attack Technical Coordination Program (TCP) located at Robins AFB, Georgia. Accordingly, the Electronic Warfare/Avionics Division Contracting Branch (AFLCMC/WNKCA) is issuing this synopsis as a notice of intent to identify parties having interest in and the capabilities to support this requirement for Repair Services. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, Size Standard 750 Employees. AFLCMC/WNKCA anticipates issuing a solicitation on or before 4 April 2014. It is the governments intent to issue a Time and Material (T&M) purchase order to Lockheed Martin (04939) on a sole source basis under the statutory authority at 10 USC2304(c) (1), and regulatory authority at FAR 6.302-1 in support of the requirements of this Precision Attack TCP FMS case. REQUIREMENT: The contractor shall furnish all labor, materials, equipment, transportation, and supervision necessary to perform Repair and Return Services for the following Line Items: Item: 0001 NSN: Repair of Center Section Assembly P/N: 7174552450-009 Description: IAW PWS Quantity: 2.0000 EA Applicable to LANTRIN Destination: FMS Countries Item: 0002 NSN: 1240014778852 Repair of Environmental Control Unit (ECU) P/N: 4101448 Description: IAW PWS Quantity: 2.0000 EA Applicable to LANTRIN Destination: FMS Countries IAW FAR 5.207(c)(13)(ii), All responsible sources may submit a capability statement or proposal, which shall be considered by the agency. This request for capability information does not constitute a request for proposals; submission of any information in response to this notice is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate information received to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a written response to this notice within 15 Calendar days of positing. All response under this Notice must be emailed to stephanie.blum@us.af.mil. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions Written response is required NLT 1200 Hrs: 15 Calendar days from posting date. Anticipated Award Date: 45 Days from posting date The determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
