- Description This Pre-Solicitation notice is to provide notification of the Department of Veterans Affairs (VA) intent to negotiate on a sole-source basis with Thedacare Center for Healthcare Value, Inc. The proposed agreement may be negotiated without full and open competition pursuant to 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1. Competition is restricted to only one source due to exclusive service by Thedacare Center for Healthcare Value, Inc. ThedaCare is the largest healthcare provider and employer in Northeast Wisconsin with more than 5,400 employees at 43 sites, serving more than 250,000 unique patients in a 14-county area. The community health system includes: four hospitals; a physician group practice of more than 120 physicians at 21 outpatient sites in the service area; a community senior living center; a behavioral health center; and several residential living communities. The ThedaCare program uniquely addresses the educational goal of providing an educational experience focused on quality improvement and systems redesign, and will provide the same training that has been utilized in the past by VISN 21 to build on the work during the past 2 years in VISN 21 medical centers for the new Medical Center Directors and other senior level new staff. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. No solicitation document exists and this office will not accept telephone inquiries.
