- FILTER HANDLING AND ANLYTICAL LABORATORY SUPPORT FOR CHEMICAL SPECIATION OF PM FILTER SAMPLES The U.S. Environmental Protection Agency (EPA), Office of Air Quality Planning and Standards (OAQPS), has a requirement for a Contractor(s) to provide Analytical Laboratory Support for the Chemical Speciation of Particulate Matter (PM) 2.5 filter samples using multiple filter media and standardized instrumental methods. This Contracting support is required to assist State and Local Agencies in the operation of PM 2.5 Chemical Speciation Monitoring Networks by providing filter media, MgO denuders for sampling, and analytical support. The Statement of Work specifically separates the typical sequence of activities and processes involved with filter preparation, shipment to the field, receipt, analysis and data acquisition to afford EPA the opportunity to procure these services by multiple awards; Part 1 ? Filter Handling, Shipment, and Gravimetric Mass and Part 2 -- Laboratory Analysis, (elements, ion and carbon). The contractor(s) shall be prepared to analyze for gravimetric mass, elements, organic and elemental carbon, and anions (ammonium, sodium, potassium) and cation (sulfate, and nitrate). The Contractor(s) shall also be prepared to analyze sample filters for light absorption through the use of a transmissometer in addition to support services, when requested, for both optical and electron microscopic analyses of selected filter samples. Electron microscopic analyses may also be required to be coupled with elemental particle analyses, when requested. The Contractor(s) shall also store filters and extract solutions from the CSN as described in the Statement of Work. The Contractor(s) shall be responsible for the preparation and refurbishment of MgO denuders, filter pretreatment, and the shipment and receipt of fil ters and denuders to and from the field. Additionally, the contractor shall be responsible for providing the associated QA, QC, Level 0 and 1 data validation, computation, and reporting of results into EPA's Air Quality System (AQS). The Contractor(s) shall maintain the technical capability to perform all the required services issued through delivery orders and maintain an acceptable level of personnel, equipment and related systems. This solicitation is subject to Full and Open Competition, conducted in accordance with FAR 15, Contracting By Negotiation, using the Best Value, Trade-off- Source Selection Technique. The government will consider Past Performance, Technical Factors and Prices as the basis for selecting awardees. EPA anticipates the award of one or more Fixed Price Requirements Type Contracts to those firms whose proposals are determined to be the most beneficial to the overnment. The applicable North American Industry Classification System (NAICS) Code assigned to this procurement is 541380, Testing Laboratories - Environmental Testing Laboratories or Services. The anticipated period of performance for this requirement is 5 years (e.g. five (5) 12 month ordering periods). It is anticipated that the solicitation will be issued on or about April 23, 2014. The closing date for receipt of proposal submissions will be specified in the Request for Proposal (RFP). EPA will NOT maintain a manua l list of interested firms. Therefore, it is highly recommended that, while viewing this synopsis on FedBizOpps, contractors register in FedBizOpps as interested vendors and register to receive notification of updates. EPA intends to issue all documents to include the initial solicitation, amendments, question responses, clarification letters and other applicable documents electronically.
