- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is M6890914Q7637 and the solicitation is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. This acquisition is unrestricted and contract award shall be on a Firm-Fixed-Price (FFP) basis. The associated NAICS code is 334519 with a size standard of 500 employees. This USMC acquisition effort is to procure the following Humanetics Innovative Solutions AUTOMOTIVE CRASH TEST DUMMIES, PEDESTRIAN WITH ACCESORIES as Brand Name or Equal: 4 EA Item: 880995-0000-P-DN DUMMY, H3-95T1-1 PEDESTRIAN, NON INST 36 EA Item: IE-108 ACCEL, UNIAXIAL-7264C-500, 25FT CABLE - 9-ACCELEROMETERS ATD WITH 3 EA OF THE FOLLOWING: HEAD, THORAX AND PELVIS. 4 EA Item: TC-4-22-DN UMBILICAL COVER, 4 INCH, 22 FT 4 EA Item: SENSOR-INTEG LABOR TO INSTALL INSTRUMENTATION The Test Dummies must be delivered no later than 25 weeks after contract award. The Test Dummies are to support shock, vibration and ride quality testing on combat vehicle platforms. Possession of the Test Dummies will enable our Amphibious Vehicle Test Branch (AVTB) aboard Camp Pendleton, CA to provide organic, responsive and flexible testing in multiple system configurations with in house engineering, which reduces costs to programs and accelerates data collection, processing and analysis timelines. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. All "equivalent" items must have complete MFG part numbers attached to the vendor's response in order to be properly evaluated by the Government Agency. Items that do not have proper MFG part numbers will be considered "unresponsive" and the vendor's bid will be considered "technically unacceptable". This is a commercial acquisition prepared in accordance with the format under FAR Subpart 12.6 - "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," and in accordance with the statutory procedures under 41 U.S.C. 428a and FAR Subpart 13.5 - "Test Program for Certain Commercial Items," as supplemented with additional information included in this notice. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-3, 52.222-19, 52.222-21 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-18, 52.225-1, 52.225-13, 52.232-33,52.222-4, 52.222-42 1 and 52.211-6. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Quote must be good for 30 calendar days after the RFQ Offer Due Date. Shipping is preferred to be Free On Board (FOB) Destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. (FAR 52.247-34). The Government will award a contract based on Best Value resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Understanding and Approach; (ii) Past Performance; (iii) Price. There is no Defense Priorities and Allocations System (DPAS) rating assigned.
