Box 9115 Rosslyn Station Arlington, VA, 22219 United States Description Description: Sources Sought Notices (herein referred to as a Request for Information) are issued by the Department of State when performing market research to determine industry interest and capabilities. The Department of State is interested in the capabilities of both small and other than small businesses to perform the services. This is a Request for Information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The Department of State reserves the right to terminate this request and change its requirements if needed. Responding to this Request for Information does not guarantee participation in future Department activities. Background: The Financial Management Division (IRM/BMP/SPO/FMD) serves under the direction of the State Department's Deputy Chief Information Officer (DCIO) for Business Management and Planning (BMP), of the Information Resource Management Bureau (IRM) through the Director of the Strategic Planning Office (SPO). SPO/FMD is responsible to formulate, plan and execute the Bureau of Information Management's appropriated budget. SPO/FMD additionally is responsible for financial management, accounting, fiscal policies, procedures, and enforcing all budgetary controls as prescribed by governing organization, ie DoS Budgeting and Planning, Office of Management and Budget, US Treasury and GAO Guidelines, etc. FMD is responsible for the program needs of SPO, providing contract administration of all SPO's contracts, task orders and FMD manages SPO Program Budget Formulation and Execution, as well as the IRM Representation Fund account. The Bureau of Information Resource Management (IRM) requires contractor services to perform during the programming and budgeting phases of the Department of State Planning, Programming, Budgeting and Execution (PPBE) process. Performance Objectives and Requirements: The Department is seeking sources capable of providing expert budget and financial management support in preparation for upcoming audits, special projects and ongoing FMD support needs. The Government is seeking a contractor that can provide individuals with expert experience as Budget Technicians, Financial Analysts and Financial Auditors, in accounts payable and receivables, as well as skilled individuals to provide budget planning development and program guidance, with knowledge in establishing and evaluating performance metrics, financial management regulations/polices, execution review, cost analysis and auditing. Contractor will be expected to perform a variety of tasks related to budget and records maintenance and to support the annual budget execution involving multiple sources of funding with different guidelines and procedures, including Financial Management Policies/Processes and Analysis; Reporting; Audits and Training. The Request for Information (Capability Statement) response should be concise and focused and not exceed 5 pages including cover pages, table of contents etc. 2. Sale brochures, videos, and other marketing information materials are not solicited and will not be reviewed. 3. Do not submit cost or price information with the response. 4. A viable interested party shall provide relevant, applicable examples of previous work or solution implementations (preferably at the Department of State), to include client points of contact.
