- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Choice Phone, LLC dba ICONNECT of Tumaning, GU for the routine and emergency maintenance and microwave links for the systems located at the sites throughout the Island of Guam and Saipan. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) requirement for continuity of routine and emergency maintenance and is proprietary and restricted to only ICONNECT as they installed and configured the existing NOAA Weather Radio (NWR) network to provide the NWR coverage in Guam and Saipan. The period of performance is the following: BASE PERIOD: 5/1/2014 through 4/31/2015. OPTION PERIOD 1: 5/1/2015 through 4/31/2016. OPTION PERIOD 2: 5/1/2016 through 4/31/2017. OPTION PERIOD 3: 5/1/2017 through 4/31/2018. OPTION PERIOD 4: 5/1/2018 through 4/31/2019. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
