- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Gene42, 54 Kennedy Avenue, Toronto, Ontario. M6S 2X5, Canada; to provide and develop software that contains the ability to perform Glycomics measurements in the LIMS PhenoTips server that is already deployed in the UDP Program at the NIH. for NHGRI. SEE ATTACHED: IT SECURITY PROVISIONS AND 508 COMPLIANCE LANGUAGE Background: The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency seeking fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Institutes of Health Undiagnosed Disease Program (UDP) is a trans-National Institute of Health (NIH) initiative that focuses on the most puzzling medical cases referred to the NIH Clinical Center in Bethesda, MD. Many medical specialties from other NIH research centers and institutes contribute the expertise needed to conduct the program, including endocrinology, immunology, oncology, dermatology, dentistry, cardiology and genetics, among the dozens of participating senior attending physicians. A longstanding medical condition that eludes diagnosis by a referring physician can be considered undiagnosed and may be of interest to this clinical research program. A. Purpose and Objectives: Provide and develop software that contains the ability to perform Glycomics measurements in the LIMS PhenoTips server that is already deployed in the UDP Program at the NIH. Additionally, the Contractor will provide synchronization services between the internal and external PhenoTips instances. These features will allow for further required functionality in the PhenoTips server. B. Scope of Work: The Contractor shall provide the following to the UDP laboratory: 1. Glycomics functionality development in PhenoTips: a. Ability to enter glycomics measurements; b. Ability to enter metabolites individually or via file upload; c. Ability to automatically identify metabolites outside of normal ranges determined by the UDP; d. Ability to map abnormal metabolite values to HPO terms when available; e. Synchronize the patient data on the internal and external PhenoTips instances at the NIH; f. Ability to allow external instance PhenoTips users to upload data that will be synchronized to the internal PhenoTips instance; g. Provide 1 year of PhenoTips support and install new versions during the year; and h. Provide a 1-day training session with 2 members of the Gene42, Inc. team. JUSTIFICATION: The laboratory and computing center at the University of Toronto and the Hospital for Sick Children consortium that is now located at Gene42, Inc. has developed several unique tools and computing infrastructure that are needed to improve, optimize and refine the UDP PhenoTips server that is currently deployed in the NIH UDP laboratory. These support the research needs of the UDP by providing a robust platform on which to perform the necessary glycomics analysis measurements and record them into the PhenoTips server to be viewed by laboratory personnel and collaborators. Period of Performance: Six (6) Months REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services, business size standards $25.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-72 (January 1, 2014). This requirement is under the Simplified Acquisition Threshold of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
