- The US Army Medical Research Acquisition Activity (USAMRAA) in support of the US Army Medical Research Materiel Command (USAMRMC) Enterprise Information Technology Project Management Office (eIT PMO) intends to negotiate a sole source acquisition for SmartDesk software manufactured by Liquent, Inc. SmartDesk for PDF is a collection of Acrobat plug-ins that provide specific electronic submission centric functionality above and beyond what is available in the standard Acrobat application. SmartDesk for PDF enhances the PDF publishing process for electronic submissions by ensuring that all PDF documents are prepared in compliance with agency requirements. SmartDesk for PDF provides various automated capabilities, which replace manual processes and reduce the overall time and effort required for the PDF publishing process. Liquent is the only qualified vendor to provide the SmartDesk for PDF software that is designed to ensure efficiencies with the FDA submission process. Known as the Electronic Common Technical Document (eCTD) product, Liquent's InSight for Publishing and Insight for Viewing software was installed in 2013 by the eIT PMO and is maintained by the eIT PMO. The software is currently used by USAMMDA and available to the Command. SmartDesk for PDF is unique because it is the only PDF software that is able to integrate with the Insight for Publishing software used by USAMMDA to prepare submissions to the FDA. A RFQ W81XWH-14-T-0141 will be issued for brand name items only. The North American Industry Classification System (NAICS) for this requirement is 511210 and the size standard is $35.5 million. All sources that believe they are eligible to provide these items must respond in writing or respond to the RFQ. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark.
