- Sources Sought Notice / Request for Information (RFI) Office of Performance Management (OPM) Enhanced Automation of Performance Reviews - Linking Performance, Strategy, and Budget The Department of Veteran Affairs (VA) is issuing this Sources Sought Notice / Request for Information (RFI) to request responses from qualified businesses capable of providing the requirements below. The responses to this RFI will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. DESCRIPTION OF REQUIREMENT Those who manage agency strategy, performance and budgets are often not the same people, whether at the headquarters level or in large, diverse components. Automation can significantly help these officials work together by capturing common data elements, their relationship to one another, the workflow they support, and the deliverables they populate - while increasing the speed, accessibility, and accuracy of these efforts. As these management processes operate, dynamic linkages between performance, strategies and budgets simplify coordination challenges and permit a more efficient and effective program to emerge. Moreover, requests and reports that are able to demonstrate dynamic linkages among strategy, performance and budgets are better able to make the agency's case for support. While these benefits have been stated many times, and statutory requirements increasingly compel such linkage, there appear to be few examples of enterprise-spanning success that touches on the disparate offices that would be expected to participate in such efforts. In turn, there seem to be few end-to-end process tools that have been developed by vendors, or supported by implementers, that have shown success across multiple phases of workflow, or with multiple organizational levels supported. VA's Office of Performance Management is responsible for all aspects of collecting and disseminating information and reports about enterprise performance of the VA organization and its major components. In this role, the Office seeks to assist leaders and managers of all phases of the resource claiming, allocating, and reporting processes to better realize the linkages between our strategic objectives, our budgets, and our organizational performance. First, VA seeks to receive information about "success stories" wherein agencies have dynamically linked enterprise-wide performance, strategic objectives and budgets. Alternatively, examples at a level lower than the full enterprise are welcome if they have broader applicability. Second, VA seeks to learn what technical solutions are available in the existing marketplace, whether they have been implemented or not. As VA currently uses every manner of tool for Business Intelligence (BI), from spreadsheets to SharePoint, to standalone BI tools and enterprise resource planning-scale systems, we wish to learn about the full gamut of alternatives, including opportunities that may lay "down the road" on a roadmap of possible alternatives. Third, VA wishes to understand the "lessons learned" regarding the variety of alternatives. Fourth, VA is not only interested in technical solutions, but also opportunities for learning and/or process change which may present themselves. Fifth, VA is interested in learning how these linkages can be maintained and used across all phases of the resource management process, from strategic/performance planning to programming to budget formulation to execution and to performance management. Sixth, VA is interested in understanding how a small office can effectively leverage services over multiple years to develop and execute a road map of maturation of capability that moves from success to success as techniques and tools mature, and as each resource cycle builds on the successes of previous ones. Finally, VA expects to serve as a thought leader in the Federal Government in disseminating information and insights about paths to link strategy, performance and budgets, and seeks to know which other organizations are similarly interested. Submission of any information in response to this RFI is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Capabilities Statement and Market Information - 10 pages (maximum) Please respond to the following questions by providing a Capabilities Statement and Market Information: 1.Please describe your organization's breadth of expertise/competency to respond to or support the above listed requirement to dynamically link strategy, performance and budget. 2.What software solutions are available to assist the Government in meeting the requirement to dynamically link strategy, performance and budget? 3.What process lessons are available to assist the Government in meeting the requirement to dynamically link strategy, performance and budget, both at the enterprise level and for subsidiary organizations? 4.What examples are there of government organizations successfully linking strategy, performance and budget in a dynamic way, and what distinguishes their success from other experiences? 5.What does the maturation path look like for tools and processes, and how would the government know where it is on that path toward dynamically linking strategy, performance and budget? 6.How can the Government effectively demonstrate that it has dynamically linked performance, budget and strategy to external stakeholders and internal leadership? 7.How can a small office implement solutions over a multi-year roadmap when it is already fully busy? What are the critical milestones? How can the work be scoped and phased to achieve the maximum benefit at the lowest cost and risk? 8.What would a well-crafted SOO/SOW/PWS look like?
