- This notice is informational only and is neither a request for quote nor a solicitation of proposals. Responses received may be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. Any response to this notice must be detailed information and must show clear and convincing evidence within 3 days that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs. Information can be sent to carlos.suggs@va.gov. GSA Heartland Finance Center is currently providing wired local telecommunication exchange carrier services to include, but not limited to ISDN PRI and Coppertrunks, business lines, radio loops, T-1 circuits, ISDN PRI circuits and DID numbers, DSL and VLS for data for the Veteran Administration Medical Centers located at Huntington, WV; Lexington, KY; Memphis, TN; Mountain Home, TN; and Tennessee Valley Healthcare Systems in Murfreesboro and Nashville, TN. The telecommunication services provided by GSA Heartland Finance Center, through its mandatory local sources, are existing services for these locations, and are provided under a GSA Region 4 Integrated Telecommunications Services (GRITS) IDIQ Multiple-Award contract. These telecommunication services are used by clinical and administrative personnel in the completion of their daily duties. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements would occur. Under the authority FAR Part 8.405-6(b)(1), it allows for the procurement of items through other than full and open competition; applicable when "only one source is capable of responding due to the unique or specialized nature of the work." GSA Heartland Finance Center, through it's mandatory local sources, is the only known local source available to satisfy these current needs.
