- The U.S. Army Contracting Command Aberdeen Proving Ground - Belvoir Division, on behalf of the Night Vision & Electronic Sensors Directorate (NVESD) intends to negotiate with Optics 1 of 2 Cooper Lane, Bedford, NH, on a sole source basis. COEP is a development effort to ensure soldier-borne visual augmentation capabilities are enhanced with emerging technologies by taking the fielded enhanced Clip-On Thermal Imager (eCOTI) device and the fielded enhanced Clip-On SWIR Imager (eCOSI) and improving the system's functionality by integrating the latest technologies. The goal of this effort is to provide navigation and routing capability to be used in concert with existing route-planning tools to provide a night-time heads-up navigation capability with location, heading, waypoint information, and Cant / Inclination and eCOSI will allow the operator to see a laser marker during the day. This effort is a follow-on contract to continue the technology enhancements of the currently fielded clip-on devices, known as the Clip-On Thermal Imager (COTI) and the Clip-On SWIR Imager (COSI) under the proposed Clip-On Enhancement Program (COEP). The estimated period of performance is twelve (12) months. The resultant contract will be Cost Plus Fixed Fee (CPFF). It has been determined that Optics 1 is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1; Only One Responsible Source. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit a proposal. All proposals received within 45 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via email to the Contract Specialist, Tonya Heyward at tonya.l.heyward2.civ@mail.mil. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
