- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Air Force Life Cycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (CCSD), Contracting Office (HNCK), Joint Base San Antonio (JBSA)-Lackland AFB, intends to award, on a sole source basis, a Fixed Price Requirements contract to upgrade 16 each, from the AN/ARC-231 to MOD 7, and upgrade and repair 22 each, AN/ARC-231 to MOD 7 for the RT-1808A Receiver-Transmitter, NSN 5821-01-500-4770CA, P/N 902219-804, to Raytheon Company, 6260 Guardian Gateway, Aberdeen Proving Ground, MD, 21005-1300, Cage Code: 37695. This Radio-Transmitter is a component of the AN/ARC-231 Radio System. The proposed contract action is for the purchase of these assets for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source (except brand name). The Government intends to make an award by the end of April 2014. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirements, it may identify its interest and capability to the Contract Specialist within ten (10) days of this publication. Interested firms must indicate whether they are large, small, any socio-economic classifications, and whether they are U.S. or foreign owned.
