Description
THIS IS A PRE-SOLICITATION NOTICE. The Department of Veterans Affairs (VISN 5) has a need for a multiple award construction task order contract (MATOC) for a base year and 4 one-year option periods. The VA plans to award multiple Indefinite-Delivery Indefinite- Quantity (IDIQ) multi-trade contracts for maintenance, repair and new construction services for all facilities located within VISN 5 with task orders ranging in value from $2,000 to $2 Million Dollars. The facilities covered by the resultant contracts are located at the Baltimore VA Medical Center, the Loch Raven VA Community Living and Rehabilitation Center, the Perry Point VA Medical Center, the Washington DC VA Medical Center and the Martinsburg VA Medical Center. The VA anticipates a minimum of 1 contract award up to a maximum of 12 contract awards as the Contracting Officer deems to be in the best interest of the Government. The type of work to be performed on task orders may include, but is not limited to: Demolition of facilities when required, construction, repair and alteration of various facilities, various systems including HVAC, electrical, plumbing, structural, mechanical, civil, fire protection systems, life safety systems, architectural, concrete, asphalt paving, and drainage systems to capture and convey storm-water runoff. As requirements are defined, task order solicitations will be competitively issued to all selected MATOC contractors. All selected MATOC contractors will be given an opportunity to bid or propose on any task order at any of the medical centers listed above. The contract terms will also allow contractors to opt out of any task order solicitation by providing a no bid or no proposal notice to Government by the date and time specified for receipt of bids or proposals. The NAICS code for this procurement is 236220 with a size standard of $33.5 Million Dollars. The construction range for this acquisition is between $50 Million Dollars and $100 Million Dollars. Contractors will be required under the contract to have a minimum bonding capacity of $5 Million Dollars for the life of the contract. Pursuant to Public Law 109-461, Solicitation VA245-14-R-0101 will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set-aside. In order to be considered for award, the contractor shall be registered as a SDVOSB in VetBiz https://www.vip.vetbiz.gov/ by the date and time specified for receipt of proposals. No other sources will be considered. All interested parties shall have a current registration and current annual On-line Representation and Certifications Application (ORCA) in the System Award Management (SAM) database https://www.sam.gov/prtal/public/SAM prior to award. The VA plans to issue VA245-14-R-0101 on or about 4/25/2014. Response date listed in the notice is estimated. The solicitation will be posted to FEDBIZOPPS.GOV at https://www.fbo.gov/. No paper copies will be provided and no written or verbal requests for the solicitation will be honored.
