Description

NOTICE OF INTENT TO SOLE SOURCE This notice is informational only and is neither a request for quote nor a solicitation of proposals. Responses received may be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. Any response to this notice must be detailed information and must show clear and convincing evidence within 3 days that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs. Information can be sent to carlos.suggs@va.gov. USA Mobility Wireless, Incorporated is currently providing wireless local and multi-state telecommunication pagers and paging services for the Veteran Administration Medical Centers located at Lexington, KY; Louisville, KY; Memphis, TN; Mountain Home, TN; and their outlying CBOCs. The wireless telecommunication services provided by USA Mobility Wireless, Incorporated are existing services for these locations, and are provided under a GSA Contract GS-35F-0262T. These wireless telecommunication paging services are used by clinical and administrative personnel in the completion of their daily duties, and are scheduled to be transitioned over to a Region 3 OI&T Regional Contract at the beginning of fiscal year (FY) 2015. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements would occur. Under the authority FAR Part 8.405-6(b)(1), it allows for the procurement of items through other than full and open competition; applicable when "only one source is capable of responding due to the unique or specialized nature of the work." USA Mobility Wireless, Incorporated is the only known local source available to satisfy these current needs.
