- The Sources Sought Notice has been revised to remove references to a scope of work and an industry survey being attached. There is no specific scope of work or industry survey available. The revised notice also asks for company specific information and socio-economic status. The Department of Energy (DOE) is conducting market research regarding Energy Savings Performance Contracts (ESPCs) by way of DOE Indefinite Delivery Indefinite Quantity (IDIQ) contracts under the authority of 42 USC 8287. PLEASE SEE THE ATTACHED SOURCES SOUGHT NOTICE. Currently, IDIQ contracts allow for task orders to be placed between Federal agencies and Energy Service Companies (ESCOs). The ESCOs conduct comprehensive energy audits for the Federal facility and identify improvements to save energy and/or implement renewable energy projects. In consultation with the Federal agencies, the ESCOs design and construct projects that meets the agency?s needs as well as arrange necessary financing. The ESCOs guarantee that the improvements will generate energy cost savings sufficient to pay for the project over the term of the contract. The ESCO, through measurements, will then verify the energy savings throughout the period of performance of the contract. After the contract ends, all additional cost savings accrue to the Federal agencies. Task orders issued against the IDIQ contracts may have a period of performance up to 25 years. This Sources Sought Notice IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Current ESPC holders are strongly encouraged to respond to the notice.
