Description
The due date for proposals has changed to May 1, 2014 and is amended as attached. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement was originally posted to this site under contract number W912ER-14-0003. The Contractor shall provide all labor, materials, equipment, and technical supervision to complete the repairs and upgrades to the existing ship-lift at the Kuwait Naval Base. The ship-lift operating system will be current, meeting the 2014 standards, but shall include parts, equipment and materials previously procured by the U.S. Government in 2012. A list of these items is attached in the Appendix to this Scope of Work. It is recommended that the Contractor visit the site and familiarize himself with the existing conditions prior to the submission of their proposal. Site visit allows for the Contractor to gain the necessary knowledge of the existing conditions and equipment. A significant amount of Government Furnished Equipment (GFE) shall be installed by the Contractor. The Contractor shall use to the fullest extent possible all GFE. The U.S. Government has accepted this equipment and it has been secured and stored by the Kuwait government. The Contractor shall inspect the GFE and verify the amount and condition of the parts. If the contractor finds deviations, they shall contact the Contracting Officer immediately. Due to proprietary constraints the Contractor will not have access to any ship-lift OEM drawings or documentation for both the original equipment or the current GFE.
