- This proposed procurement is Set-Aside for Small Businesses only. The North American Industry Classification System (NAICS) Code is 237990, with a size standard of $33.5 million. The purpose of this Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) is to provide general construction for a broad range of horizontal construction projects, primarily within the boundaries of the Baltimore District, and throughout the North Atlantic Division U.S. Army Corp of Engineers, including the States of Maryland, Pennsylvania, and New York. Up to nine (9) construction contractors will be selected for this MATOC. The solicitation process will consist of one phase. The MATOC will be a five (5) year contract with a shared capacity among all awarded contractors of not-to-exceed (NTE) $15.0 million. As requirements develop, Requests for Proposals (RFPs) for Task Orders will be issued on a competitive or sole source basis. Competitive task orders will be competed among the awarded MATOC contractors. Task Orders with a value of $2,000.00 and above will be issued under this IDIQ contract by the Baltimore District Contracting Office. Orders will include tasks in repair, rehabilitation, and new construction of USACE water resources projects. Orders may be issued solely for design/bid/build construction projects or for design/build construction projects. No orders will be issued for design only. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. The Baltimore District Civil Works mission requires contractors experienced in the repair, rehabilitation, and new construction of USACE water resources projects (horizontal construction) who can rapidly respond to multiple requirements and meet constrained construction schedules as required by Public Law 84-99, Flood Control and Coastal Emergencies authority. Three (3) different levels of response will potentially be required including an emergency flood fighting response which may require a response within hours or days after a flood event; a rapid response for the emergency repair or rehabilitation of Federal and non-Federal flood damage reduction projects, hurricane and shore protection projects, and Federal Dams and Reservoirs which could occur several months after an actual flood event; and for a non-urgent but timely response for the repair and rehabilitation of Federal Dams and Reservoirs, and for the construction of new Civil Works water resources projects. These construction projects include but are not limited to the following: site clearing, earthwork including excavation, backfill/compaction, and fine grading, rip rap placement, in-stream work, pressure relief well installation and rehabilitation, cast in place concrete placement and repair, structural steel work, steel sheetpile installation, pump repair and installation, drainage structure repairs and installation, mechanical and hydraulic systems associated with flood control gate structures, camera inspections of conduits and drainage structures, obtaining required construction permits, and flood fighting.
