Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - The Solicitation is not available at this time. This notice does not constitute a commitment by the Government. The U.S. Army Corps of Engineers, Fort Worth District, Galveston Execution Branch has a future requirement for a Hydrographic Sweep System, to be install at the Rio Grande Valley Resident Office, Port Isabel, Texas 78578. The boat will be provided to the contractor at the Resident Office in Port Isabel loaded on a triple axel trailer. This project involves procuring a design-build multi-channel sweep system for hydrographic surveying to be installed on a government furnished (GF) survey platform (boat). The system shall come complete with Depth Sounder Sub-systems, GPS Sub-systems, Computer Sub-systems, boom and mechanical deployment sub-systems, and such other equipment to provide a fully functional system. The Sweep System shall be a complete turnkey, hydrographic multi-channel survey system installed on a GF 26 foot aluminum work boat. Specifications detailing the Government furnished vessel will be included in the Solicitation. The installed survey system shall integrate a data logging and processing computer with a DGPS receiver that has RTK capability for the future, a motion sensor (for heave, pitch, and roll), and a multi-channel depth sounder. The sounder and data collection computer shall be housed in two separate units that are easily removed for service or use in other locations and mounted within the current survey station cabinet. Contractor will make whatever modifications are necessary to the cabinet to make the system fit and be fully functional. The work will be performed on Government property. The Contractor will provide all materials, equipment, and labor required unless noted otherwise. The contract will be Firm-Fixed Price. The North American Industry Classification System (NAICS) Code is 541370 (Size Standard: $14.0 million). The Government contemplates awarding of a contract with firm-fixed unit prices resulting from the future solicitation. The contract period shall consist of 75 days after the Contractor begins the work (by approval of a Government Notice To Proceed (NTP)), which includes all work to make the Hydrographic Sweep System fully operational. A Government solicitation document to provide these supply services is being developed. Market research is being conducted to determine interest and capability of potential small business sources for this requirement. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The purpose of this sources sought announcement is to gain knowledge of interested, capable and qualified businesses. If you can meet the above requirements please respond to this sources sought announcement by mail to the attention USAED, Galveston-Contracting Division, ATTN: Bertram Scott, 2000 Fort Point Road, Galveston, TX 77550 or by E-Mail to Bertram.R.Scott@usace.army.mil. To make an appropriate acquisition determination method for the above upcoming solicitation/contract, the Government will use responses to this sources sought announcement, to determine the method (small business, 8(a), large business, etc.) best for the Government. Your submission relevant to the above Hydrographic Sweep System shall include the following information: 1. Cage Code and DUNS number, 2. Name of firm with address, phone, fax, e-mail address and point of contact, 3. State what type of Small Business company you are: i.e. SBA Certified 8(a) firm, Woman Owned, Hub-Zone, etc. 4. Please indicate whether your firm would submit a bid for this project, upon Solicitation release. 5. Qualification: Responses to this Sources Sought announcement shall indicate specialized experience and technical competence. The evaluation will consider overall experience. 6. Submission Requirements: Firms submitting responses shall provide information on the most recent (last five(5) years), up to five(5) like or similar projects that show you can meet the above requirements. Provide a contract number, project location, description of work requirements, contact and phone number for each effort. Proof of Small Business Administration (SBA) registration 8(a) and Hub-zone Small Business shall be provided with this response.
