- Request for Proposals The Government will award an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price Contract From the Solicitation. The Contract will be Awarded with a Base Plus Two Years A COMPLETE SOLICITATION PACKAGE WILL BE AVAILABLE ON THIS WEBSITE ON APPROXIMATELY MARCH 28, 2014. The statement of work consists of ground based application of herbicide to control targeted noxious weeds on lands administered by the Custer National Forests on the Beartooth, Ashland and Sioux Ranger Districts in the following counties: (BRD) Carbon, Stillwater, Sweetgrass, (ARD) Rosebud, Powder River and (SRD) Carter. Work to be performed by the contractor includes: a) providing, mixing and applying the specified herbicide to the target weed(s), and b) completing and submitting Forest Service provided application, treatment and/or inventory records (See Appendix A - Daily Herbicide Application Logs). The contractor will furnish all materials, chemical, equipment, labor, licensing, supervision, workman's compensation, unemployment insurance, transportation, operating supplies and incidentals necessary to safely apply herbicides that are registered in the state of Montana, using ground-operated spraying apparatus, in strict compliance with the herbicide labels. A variety of herbicides may be used as described in the above table. Equipment being used for the requirements under this contract shall be cleaned prior to entering the Forest and cleaning may be required between sites. Supply of water may or may not be available in the local area of work, if not; the contractor will be required to furnish water. Project areas that are included under this contract are all Forest Service administered lands or right-of-ways within or adjacent to the Custer National Forest. Weed treatments will take place in varying locations on the Beartooth, Ashland and Sioux Ranger Districts. The districts are located in south central and south eastern Montana. The office for the Beartooth Ranger District is located in Red Lodge, approximately 65 miles southwest of Billings, Montana. The office for the Ashland Ranger District is located in Ashland, Montana approximately 120 miles southeast of Billings Montana. The office for the Sioux Ranger District is located in Camp Crook, South Dakota approximately 200 miles east of Billings, Montana. Weed treatment will occur along roads and trails, on open rangelands, and in some open timber stands. Treatment areas will be identified on maps. Terrain will vary from gentle (0 to 30%) to slopes up to 60%. The district weed manager will estimate the percentage of the treatment area that is accessible by truck, ATV/UTV, backpack or horse spraying and slope. Motorized off-road and off-trail travel for weed control will be authorized on an area by area basis. Travel off-road or trail may be restricted in some sensitive areas. Weed infestation levels vary from light to moderate to heavy in the treatment areas depending on aspect, elevation, canopy cover. Target weed species are dependent on task order. Contractor will be required to let the COR know of any other weeds on the Montana Noxious Weed List that are found in the project area. A vicinity map identifying each Ranger District will be attached to the solicitation. Specific site maps identifying units and road access shall accompany all task orders. There may be areas that have limited access due to travel restrictions and/or terrain within each District. Within these areas the Forest Service shall select a method of treatment that meets the contract or task order requirements. Some of these areas may be limited to foot or horse travel. The contractor and employees shall be experienced in noxious weed and invasive weed management, plant identification, and herbicide application. Regardless of area, the contractor and employees shall be proficient in identifying target and non-target species in all stages of development. The contractor performing herbicide mixing or application operations under this contract must meet the State of Montana certification and application requirements for the use and application of Restricted Use herbicides and must hold a current Montana Commercial Pesticide Applicators License. Personnel employed by the Contractor must be briefed and trained in application and safety techniques. Personnel employed by the Contractor must be under the direct supervision of a licensed applicator at all times on the National Forest. The contractor will show adequate proof of bonding and insurance coverage. Personnel should have experience in GPS capability including point and line recording.
