- Description
- The Jet Propulsion Laboratory/California Institute of Technology (JPL/Caltech), operating under a prime contract with the National Aeronautics and Space Administration (NASA), seeks industry interest for providing subscription services for electronic and print journals and/or eBook purchases and subscriptions. BACKGROUND: JPL has approximately 5,000 full-time equivalents (FTEs), of which 3,000 are professional FTEs and 1,000 are core library users. JPL seeks provider(s) that can: (1) handle various subscriptions of approximately 300 scientific and technical scholarly journals, and/or (2) offer electronic books in flexible access models (subscription, purchase, etc.) from multiple publishers, including, but not limited to, university presses, scientific and technical publishers, trade presses, etc. The anticipated period of performance is one (1) year with four (4) one-year options. REQUEST FOR INFORMATION: Information requested is part of a market research effort to identify current solutions available. Please respond to the following questions: (1) Are you able to provide access to both the scholarly journals and the eBooks? If not, please identify which of these services you are able to provide; (2) Describe your recent contract experience with comparable or larger scope. If you have previously provided similar services to another Federally-Funded Research and Development Center (FFRDC), please describe the scope and duration of the contract; (3) Describe your recommended acquisition solution(s) for our requirement. Describe new services or technologies you have available and how these can maximize efficiency; (4) Can you provide a free trial of your services? If so, describe the type of access and the trial length you can offer; and (5) Describe your pricing model for these services. What, if any, handling rates do you charge for these services? What, if any, set-up fees do you charge for adding or changing titles? Do you have a minimum requirement for purchase in either dollar amount or number of titles purchased? If you can provide both the subscriptions and the eBooks, what discount would you offer to combine the services?
