- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation, NIHOD201410, is issued as a Request for Quotes (RFQ). This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, (Effective 30 Jan 2014). The associated NAICS code is 334516 (small business size standard of 500). This notice is being posted by the National Institutes of Health, National Eye Institute, in Bethesda, MD for a DNA Sequencing System, Illumina HiSeq 2500, or equal. List of contract line item numbers and items: 1) 0001, Quantity 1; HiSeq 2500 Sequencing System, SY-401-2501 2) 0002, Quantity 3; Service Contracts for HiSeq2500, Standard SV-402-1002 3) 0003, Shipping and Insurance The DNA Sequencing System shall include but is not limited to the following: 1) The DNA Sequencing System must provide Rapid Run Mode(s). System provides quick results, allows efficient processing of a limited number of samples, and offers support of longer paired-end 150 base pair reads, which enable greater depth of coverage and improved assembly for de novo applications. (See the attached specification and data documents) 2) The DNA Sequencing System must provide a High Output Mode(s) for larger studies or when the greatest depth of coverage is required. High output mode allows you to batch process > 6× more samples than rapid mode and to complete large projects quickly and efficiently. System processes generation(s) of up to 1 terabase (Tb) of data in high output mode, supporting the greatest number of samples per run. (See the attached specification and data documents) 3) the ability to process one or two flow cells, simultaneously. The DNA Sequencing System must provide a flexible and scalable platform that supports a broad range of applications and study sizes. (See the attached specification and data documents.) Delivery: The National Institutes of Health, National Eye Institute, Bethesda, MD 20892 The government anticipates delivery to be made within 90 days from the date the contractor receives award. The government will evaluate, as regards to time of delivery, offerors that propose delivery within the applicable delivery period specified above. Offerors that propose delivery that will not clearly fall within the applicable anticipated delivery period specified above will also be considered. The Government reserves the right to award either the anticipated delivery schedule or the proposed delivery schedule. If the offeror proposes no other delivery schedule, the anticipated schedule above will apply. Offerors Proposed Delivery Schedule: Within ______ days after receipt of award. EVALUATION CRITERIA/FACTORS: The required equipment will be obtained from the contractor that can provide the equipment in the manner that represents the best value for the Government needs. The NIH will evaluate the quality and feasibility of the proposals. The following will be considered, in order of importance, for the determination of the best value: 1) Technical - Show understanding and evidence of possessing the capabilities to implement the specifications as stated above in the combined synopsis/solicitation. 2) Past Experience - Submit names, organization and telephone numbers of at least three (3) current or previous customers for analogous equipment. Include the type of equipment provided and location where the equipment was installed for each current or previous customer. 3) Price - The price will be evaluated based on historical information, current commercially available information, and analysis of appropriate economic factors in the response. Submission of an offer, the quoter acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award (52.204-7 System for Award Management (JUL 2013)), during performance, and through final payment of any purchase order resulting from this solicitation.
