Description
The Department of Veterans Affairs, Network Contracting Office located in Buffalo, New York intends to issue sole source a firm fixed priced commercial item contract to Medtronic USA, Inc. to provide the Buffalo VA Medical Center with (9) new Medtronic Temporary Pacemakers, Model number 5392. The supplies will be delivered to at the Department of Veterans Affairs Buffalo VAMC, 3495 Bailey Avenue, Buffalo, NY 14215. A sole source procurement will be issued to Medtronic USA, Inc. as they are the only vendor capable of supplying an external pacemaker both single and double channel function capabilities. This product must meet government standards - RoHS and 60601-1 (3rd edition) and provide for the following modes: DDD, DOO, DDI, AAI, AOO, VVI, VOO. Must minimally meet the following specifications: Basic Pacing Rates30-200 ppm Upper Rate80-230 ppm Rapid Atrial Pacing Rates80-800 ppm Output AmplitudeAtrial: 0.1-20 mAVentricular: 0.1-25 mA Pulse WidthAtrial: 1.0 msVentricular: 1.5 ms SensitivityAtrial: 0.4-10 mVVentricular: 0.8-20 mV A-V intervalPaced A-V (PAV): 50-250 Auto 200-300 ManualSensed A-V (SAV): 50-250 Refractory PeriodAtrial: 150-500 ms (PVARP) Atrial Refractory after an Atrial event is equal to the AV intervalVentricular: NA Ventricular BlankingPace: 200 msSense: 120 ms Must not exceed the following dimensions, as the pacemaker must securely fit into standard patient gowns issued by the Buffalo VAMC: Height20.3 cm (8.0 in) Width8.6 cm (3.375 in) Depth4.45 cm (1.75 in) This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (2), "soliciting from a single source." The NAICS code is 334510 and has a size standard of 500 employees for this procurement. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 8:00 AM EDT, April 1, 2014 to: Delene.Kendrick@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
