- This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) located in Seattle, WA on a sole source basis with the University of Washington, Sea Grant Program. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures not to exceed $100,000. From 2004 through 2013, WA Sea Grant has collaborated with AFSC and several other NOAA offices to successfully put on NOAA Science Camp for middle-school-aged youth and high school students. The WA Sea Grant has had the primary responsibility of coordinating camp logistics to promote the Science Camp. WA Sea Grant also provides continuity in overseeing the Science Camp director and coordinator in conjunction with the NOAA Science Camp liaison at AFSC. WA Sea Grant has a history of involvement with Marine Science education and environmental literacy in the Puget Sound area, and possesses the experience and connections in the local education community that are critical for a successful Science Camp. WA Sea Grant's connection with the education community at the University of Washington provides access to undergraduate students who are recruited as camp assistants, pre-service teachers and graduate students (recruited for the director, coordinator, and camp educator positions) and high school students recruited at WA Sea Grant educational events. WA Sea Grant's media connections and its relationship with the College of Ocean and Fishery Sciences also provide good exposure for NOAA Science Camp. WA Sea Grant has experience with the camp needs, structure and direction along with a unique background and resources that make it the only organization capable of performing these services. The Government intends to negotiate a firm-fixed price contract. The period of performance is from date of award through September 30, 2014 with one option period. The NAICS code for this procurement is 611310 with a corresponding size standard of $25.5 Mil. This Special Notice is not a request for competitive proposals; however, a Statement of Work will be provided upon request. Other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the requirements stated above no later than April 8, 2014 at 10am Pacific time. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. **** All contractors doing business with Government shall be registered with the System for Award Management (SAM).
