Description
The Veterans Integrated Service Network 3 (VISN 3) is seeking sources to provide an educational program that will address both the foundational instruction and the career development needs of underserved employees up to Grade GS-07 and wage grade equivalents. The program will be a packaged system administered by a VISN 3 employee and requires minimal training for the administrator. The Contractor must be able to provide a commercial-off-the-shelf product which does not require tailoring or any preparatory input from the VISN 3 staff. At a minimum, the commercial-off-the-shelf item must meet the following requirements: 1.Capable of providing a program that can develop entry level employees' computer and organizational skills, as well as improving or establishing abilities in Math, Reading, Grammar and Writing. Additional provision must be given to training in career development, medical terminology and medical ethics. 2.Capable of providing a program that can accommodate persons who require remedial training in basic subject matter in addition to providing instruction in core health care topics. 3.Capable of providing a program that has pre-determined goals with established time constraints of up to six-month periods for each level or subject. 4.Capable of providing a training program in order to develop a highly skilled, customer-focused workforce that will provide a competent workforce for the 21st century. 5.Capable of providing a packaged and all-inclusive learning system that will be delivered within the VISN 3 using methods that conform to the needs of adult learners. 6.Capable of providing all tools and materials (including text/work books needed) to be used in a system that will be administered by a member of the Veteran Administration Education Service staff. 7.Capable of providing a product whereby the contractor is responsible for maintaining any off-site, online portion of any package. 8.Capable of providing a program that will allow participants to be guided in developing both career and learning plans that will help them to identify personal and career goals. Self-assessments will assist the employee to determine where improvements can be made and will allow them to chart their individual progress toward the achievement of those goals. 9.Capable of providing a program that can determine whether all or some students will need to participate in all sessions; since some may be stronger in math or reading skills and not require remedial instruction. 10.Capable of providing a program that will address challenges such as the demand for greater diversity and EEO performance within the organization. Employees in this development program will be provided opportunities to learn new tasks and develop their skills which will improve their potential for career advancement. The contractor must provide a program that will address these challenges and provide employees with greater opportunities for success. 11.Capable of providing a program that can administer the standardized Test of Adult Basic Education (T.A.B.E.). Employees will be required to take and pass the test to be eligible for enrollment into the selected program. Student employees will be required to have a minimum reading level of 9th grade equivalent, which will be determined from the results of the T.A.B.E. 12.Capable of providing a program that can enhance upward mobility opportunities for employees in grades GS 4-7 and Wage Grade equivalents. 13.Capable of providing a program that can prepare employees for effective competition in other mentoring and coaching programs within Veterans Administration, will encompass a proactive Equal Employment Opportunity (EEO) approach, and will prepare participants to enroll in certificate and degree programs available at local educational institutions. 14.Capable of providing a program that will use adult learning principles to engage participants and will also provide a curriculum written in a healthcare context. 15.Capable of providing a program that will allow participants in the program to learn basic High Performance Development Model (HPDM) principles: personal mastery, interpersonal effectiveness, customer service, flexibility/adaptability, creative thinking, systems thinking, and organizational stewardship. The overall concept of the requirement is to give individuals the information they need to succeed in their careers at VA. 16.Capable of providing a program that can comply with all applicable VA security and privacy regulations, as well as applicable non-VA laws and regulations, such as HIPAA. This request is for information purposes only. No pricing information is requested in association with this RFI. No contract or other legally binding document or order will be awarded as a result of this RFI. Any respondents bear full responsibility for the costs of response preparation.
