- NASA/Headquarters (NASA/HQ) intends to increase the maximum ordering value of the Sponsored Research and Education Support Services (SRESS) Indefinite Delivery Indefinite Quantity (IDIQ) Contract (NNH10CC97C), with Smart Global Solutions, JV LLC (SGS), by $34.9M from $100 million to $134.9 million. Quantities ordered under this contract have exceeded estimates, and it is anticipated that the amount ordered under the contract will reach the maximum order value in the April/May 2014 timeframe.The government is currently working on awarding a follow-on procurement which is not expected to be awarded until the end of first quarter/beginning of second quarter CY15. To ensure continuing performance of critical support currently provided through task orders issued under the SRESS contract, avoid unnecessary duplication of effort, and to allow sufficient time for the follow-on competitive contract to be awarded, NASA/HQ intends to purchase the services from SGS on a sole source basis. SGS, as the current incumbent, is the only responsible source qualified to perform this requirement due to its current performance of tasks related to numerous services such as managing, operating, and maintaining the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) (the agency's single solicitation, proposal, and peer-review decision support system); providing data to TechPort (an electronic tool operated by the Office of the Chief Technologist); planning, developing, and announcing electronic solicitations to the research community; and receiving and safe-guarding electronic proposals submitted by the research community. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 9, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
