- *Notice: This is a sources sought announcement. No proposals are being requested or accepted with this request. This is not a solicitation for proposals and no contract shall be awarded from this synopsis.* Supporting Documents: none at this time Purpose: The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside FY15 - FY18 modification program. The proposed North American Industry Classification Systems (NAICS) 2012 Code is: 336419 (Guided Missile & Space Vehicle Parts and Auxiliary Equipment Manufacturing). The Government will use the Questionnaire information at the end of the Sources Sought to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a) Service-Disabled Veteran Owned, Hub-zone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. If you feel that there is a better fitting NAICS please add this to your response and as to why it is a more applicable. Additionally, provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Background: The US Air Force (AF), AF Materiel Command, AF Nuclear Weapons Center, Intercontinental Ballistic Missile Directorate seeks to modify certain Mk 12 and Mk-12/Mk-12A switchable Re-entry Vehicle (RV) Simulator Trainers (RVSTs) to a standard Mk12A configuration to meet RV technician training requirements for Minuteman III training purposes. This modification effort would also include standardizing the current non-conforming nose-tips to these simulators. The RV is comprised of a forward section, middle section and aft section. In essence, the modification involves the following aft section modifications: 1) manufacture or purchase of a printed circuit card cover and enclosure (per drawing), and 2) build a printed circuit card (PCC) performing certain Mk12A functions, and 3) wiring connectivity, and 4) acquisition of a new Aft Cover (remove switchable Mk12/Mk12A feature). The nose-tips are located in the forward section. The nose-tips could be manufactured in a standard machine shop with post-manufacture actions to apply a simulated external coating necessary for training fidelity (look/feel) with the nose-tip. This entire activity has been performed in the past, but a thorough investigation of drawings has not been made by the AF ICBM System Program Office. An extensive Bidder's Library would be available for these actions, and a RV simulator would be made available for inspection to qualified bidders. The Mk12/Mk12A modification program (herein referred to as the Mk12A modification program) seeks to modify 10 current training simulators (4 - Mk12 simulators and 6 - Mk12/Mk12A switchable configuration RV simulators) to a standard Mk12A configuration. These trainer RV simulators have the fit/form (weight, moment, look, minimal electrical and mechanical mating features), and are used to train RV maintenance technicians to handle operational Minuteman III RVs. The Mk12 simulators are obsolete, so the need for a switchable configuration between Mk12 and Mk12A is no longer required. These simulators are sensitive from a national security standpoint and would need to be protected from the time of receipt and during modification, test acceptance and to the time of shipment. An AF requirement in the form of an AF Form 1067 exists to perform this action. Relevant Definitions: RV Re-entry Vehicle. The items to be modified are Mk12 and Mk12/Mk12A RV training simulators used in the Minuteman III (MMIII) Intercontinental Ballistic Missile System (ICBM) to train RV handling technicians. Sections RV sections. Each RV simulator has 3 sections (forward, middle, aft). The main modification is in the aft section. The nose-tip (single one each item) is in the forward section. Modification Requirements: 1. Modify 4 each - trainer Mk12 RV simulators and 6 each - trainer switchable Mk12/Mk12A RV simulators and 8 each - nose-tips to the standard Mk12A (only) configuration. 2. Perform modification in qualified contractor facilities to develop and then implement modifications to the 10 - RVs and 8 - nose-tips. 3. Conduct testing in accordance with (IAW) AFI 99-101 and AFI 99-103. 4. Conduct design IAW Department of Defense policy and Commercial best practices, MIL-STD-882E (Safety), and ICBM Configuration Management Plan 62-CMP with approved Quality Control Programs in-place. 5. Develop acceptance test plans and procedures which are then approved by the Government, to buy-off the modifications to the Government; conduct operations with DCMA and DCAA as required. 6. Deliver the accepted RVs to Air Force Base locations in accordance with approved government security procedures. 7. Several engineering and management personnel require security clearances (to the SECRET level) and the ability to receive and transmit visit requests through their security offices. 8. Hold and control classified material dissemination to the SECRET NOFORN level. Questionaire 1. Please describe your general experiences engineering and modifying DoD-approved subsystems. 2. Please describe the qualifications and relevant experiences your management, engineering, and technical personnel would provide to this effort. 3. How would you propose to manage the Mk12A Mod effort? 4. Please provide a simple outline and schedule you see as viable for this effort. 5. If you plan to subcontract, what percentage would you subcontract? 6. If you are an integrator, what benefit is there to having you as the integrator of this effort? 7. What access do you have to government-shared databases? 8. How would you recommend to report and provide system data on a regular basis to the program office? 9. Which "contract type" would you think is appropriate for this effort? 10. What potential risks do you see in terms of cost, schedule, and performance as regards your role as integrator, subcontractor, ect...? 11. What experience does your company have with generating, editing, reviewing, and validating Drawings, Process Orders (PO's), Operating Instructions (OI's), Technical Orders (TO's) and Time Compliance Technical Orders (TCTO's)? Do you have the ability to update this information (e.g. Engineering Orders, Engineering Change Notices, and Engineering Change Orders)? 12. Would your facilities provide for secure (locked/alarmed/controlled) shipping, receiving and holding during and after work hours? 13. Would your design and modification facilities provide a secure (locked/alarmed/controlled) workspace during and after work hours? 14. Finally, please provide any recommendations and/or concerns as regards your participation in this effort.
