Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA8307-14-Q-0078 is hereby issued as a Request for Proposal (RFP). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. This solicitation is unrestricted and is advertised under the North American Industry Classification System (NAICS) Code: 334220, with a small business size standard of 750 employees. The T400CS Channel Simulator is a commercial-of-the-shelf item. Description of Supplies/Services: T400CS Channel Simulator or "equal" product, 1 EA. General: Intermediate Frequency (IF) 70 MHz Request a proposal on the following item(s): Channel Simulation: Satellite link emulator / channel simulator t is expandable, allowing the system to cover a wide range of channel counts, functions, and frequencies. Two channel simulator cards, where each channel simulator card is configured to emulate a single communication path, for example, an uplink or a downlink. A single channel simulator card can also be used to simulate both uplink and downlink through bent-pipe transponders. Local control is required through the use of the included GUI or simulation files. Static control of the channel simulator can be accomplished through the GUI. SIM files are utilized for real-time recreation of signals between transmitters and receivers in motion. SIM files are created in standard Comma Separated Value (CSV) format, and can be based on range, frequency, and time information, or can be built with time, Doppler, delay, attenuation, and noise values directly. Programmatic control facilitated over an Ethernet connection utilizing a control protocol. Telemetrix® T400 Channel Simulator. Configured for dual channel, 40 MHz BW, L/S-band, 70 MHz IF. Windows GUI and TCP/IP command interface. The following components are included for each system: LS-Band Agile Up/Down converter (900 - 2450 MHz/ 70/266 MHz IF) DG-4000 Digitizer, Ch. Sim., 70 MHz IF, 40 MHz BW Master CP-307 CPU w/1GB RAM, 32 GB Compact Flash Drive, Intel CPU, Ethernet, Windows 7 2U cPCI Chassis w/10MHz, Single PS, Slots: 4RF, 4 cPCI, 2 PS Low Complexity Cable (e.g. SMA to SMA) and have the exact same capability. Required delivery date shall be on or before 30 days after receipt of award. Place of delivery shall be AFLCMC/HNCKC, 3133 General Hudnell Drive, Ste. 200, San Antonio, TX 78226. The following FAR provisions apply to this acquisition: 52.212-01, Instructions to Offerors--Commercial Items (Feb 2012) [subparagraph (c) is changed to sixty (60) days and subparagraph (e) is deleted and marked as reserved]; Addendum to 52.212-01, Instructions to Offerors--Commercial Items (Feb 2012). The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with 52.212-02, Evaluation--Commercial Items (Jan 1999) [paragraph (a) is as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement; (ii) price; (iii) past performance. Technical and past performance, when combined, are approximately equal to cost or price] Addendum to 52.212-02, Evaluation-Commercial Items (Jan 1999).
