Description
The Centers for Disease Control and Prevention (CDC)/National Center for Environmental Health/Division of Environmental Hazards and Health Effects/ Health Studies Branch (NCEH/EHHE/HSB) intends to award a sole source firm-fixed price contract to the American Association of Poison Control Centers (AAPCC), 515 King Street, Suite 510, Alexandria, VA 22314-3180. The contract will be for a base year of 12 months with four (4) option years of 12 months each. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1(a) - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 813910, Business Association, with a size standard of $7M. AAPCC owns and manages the database holding all information about human poison exposure case phone calls made into poison control centers (PCCs) across the United States. This database is called the National Poison Data System (NPDS) and it is the only near real-time comprehensive poisoning surveillance database in the United States. This poisoning data is updated every 4-10 minutes, 24 hours a day. Toxicologists, epidemiologists, and statisticians at AAPCC and CDC (NCEH/EHHE/HSB) have developed and continually modify categories of information collected by the national poisonings data system to analyze for aberration detection. These categories are as follows: • Call Volume Data - total number of calls and calls regarding all human exposures or potential exposures • Clinical Effect Data - calls reporting each of 131 clinical effects • Specific Substance Data - calls reporting exposure or potential exposure to a specific chemical or groups of chemicals of interest. CDC requires this specific data structure and analysis in order to maintain the comprehensive poisoning surveillance database in the United States in order to advance and protect the public health and safety needs of all Americans. The AAPCC is the only known source of this detailed data. The hardware and software used to collect and analyze the data is proprietary to AAPCC. No other source has access to this system or the experience and expertise to properly use it. CDC receives national poisonings data from the PCCs under a specific licensing agreement with the AAPCC. Only AAPCC, as owner and manager of the NPDS data, can provide a license to this data. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the American Association of Poison Control Centers (AAPCC). However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Abby L. Martin via email ONLY at wzo7@cdc.gov with the solicitation number 2014-N-16423 referenced in the subject line NO LATER THAN 10:00 am (EST), April 14, 2014. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
