- Posted 26 March 2014: The Industry Day Brief, Q&A and list of registered attendees (that permitted SSC Pacific to distribute their contact information) have been posted. While we estimate there were around 100 attendees, we only had 50 or so confirm their attendance at the Industry Day. Therefore, we have decided to publish the list of "registered attendees" as opposed to the list of actual attendees. Posted 6 March 2014: Significant changes including (but not limited to) the date, location, maximum personnel per company and base access instructions have been made to the ESS Industry Day Announcement and Base Access Instructions. Please pay very close attention to the attached document (Revised_Industry_Day_Announcement_and_Instructions.pdf) which contains all of the updates/revisions. It is of utmost importance that you read the instructions carefully to see how your (or your company's) attendance may be affected and follow them accordingly. Posted 5 March 2014: Brand new SSC Pacific policies/procedures for getting non-DoD personnel on base as well as the number of attendees (which greatly exceeded our initial expectations) have presented SSC Pacific with some difficult challenges in hosting this Industry Day. As a result, the Industry Day location, time and date will be changed. Please check back for updates to see when and where the Industry Day will be held. Posted 25 Feb 2014: INDUSTRY DAY: An industry day for this acquisition has been planned for March 14, 2014. Please see the attachment entitled "Industry_Day_N66001-14-R- 0078_ESS" for details. Original Synopsis Posted 4 December 2013: The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) intends to issue solicitation No. N66001-14-R-0078 for engineering support services work for standards engineering and analysis, test support, configuration management of tactical information design standards, architecture engineering and analysis services, fleet support engineering services, and Network Design Facility (NDF) operation to ensure interfacing Navy, Joint Service, and Allied Nations air, surface, subsurface and land Command, Control, Communications, Computers and Intelligence, Surveillance, Reconnaissance (C4ISR) systems are interoperable. This is a 100% small business set-aside competition, anticipated to result in a multiple award contract (MAC). SSC Pacific intends on awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contracts. The prospective contracts will have a three year base period with a two-year option period. The estimated level of effort for the total requirement is 259,480 hours. The NAICS code for this procurement is 541330 with a size standard of $35.5 million. A Bidders Mailing List will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on the Space and Naval Warfare Systems Command E-Commerce Web Page at https://e-commerce.spawar.navy.mil under SSC Pacific - Open Solicitations. Any amendments, when issued, will also be available only on this web site. Matters posted on the web site are not terms of the solicitation unless the solicitation is written or amended to include such matters. It is estimated that the solicitation will be released in late March/early April of 2014. FIRMS ARE ENCOURAGED TO REVIEW THE WEB SITE REGULARLY FOR UPDATED INFORMATION. Draft PWS is attached. For Draft PWS paragraphs 4.1 through 4.6, the incumbent contractor is Northrop Grumman Space and Mission Systems which previously provided support under contract numbers N66001-09-D-0077 and N00244-07-0034. There is no incumbent for Draft PWS paragraph 4.7.1. For Draft PWS paragraphs 4.7.2 and 4.7.3, the incumbent contractor is Trinity Information Technology, LLC which previously provided support as a subcontractor (contract unknown) for the sponsoring agency.
