Description
Intent to Sole Source Award The Drug Enforcement Administration (DEA), Office of Acquisition and Relocation Management, (FA), intends to award a sole source firm-fixed price purchase order to Jack Harris & Associates, 3903 N. Lindstrom Place, Tucson, AZ 85750-6743 for trauma training services. The required period of performance is 04/01/2014-03/31/2015. Jack Harris & Associates is the incumbent contractor currently providing these services. The North American Industry Classification System (NAICS) Code is 611430, Professional and Management Development Training; the Small Business Size Standard is $10 Million. Mr. Jack Harris provided design, development and training of the DEA Trauma Team Member (TTM) Program from 2009-2013. Mr. Harris possesses a rare skill set which includes more than 20 years as a law enforcement officer and Chief of Police combined with 20 years as a licensed mental health professional and motivational law enforcement trainer. These unique skills demonstrate that he possesses exceptional expertise and competence to provide training for the DEA TTM Program. The TTM Program is a law enforcement peer support program consisting of DEA Special Agents who provide outreach and support to DEA employees and family members who have been affected by organizational and personal traumatic events. The objectives of the program are: to minimize psychological trauma that employees and their families may experience throughout their career; and render assistance in an attempt to accelerate normal recovery to abnormal events, some of which are unique to a law enforcement environment. The TTM Program requires that DEA Special Agents receive certification before they can be deployed to a traumatic incident to render support. TTM certification consists of 72 hour class hours taught by a licensed law enforcement mental health professional with expertise in crisis situations like hostage negotiation, crisis response, suicide prevention, death notification, combat stress and post- traumatic stress. Participants are trained in the skills proven to help others in crisis re-establish control and chart a path toward resolution. Basic training is designed to facilitate competence in five main areas: crisis intervention, attentive listening, psychological trauma, law enforcement stress and crisis response. Mr. Harris' unique skill set allows for TTMs to receive comprehensive law enforcement training that qualifies them to deploy to all work-related traumatic incidents and for extremely severe personal traumatic events. Upon completion, TTMs are able to reach out to assist victims of traumatic incidents to help them cope with the cumulative effects of post-traumatic stress which can adversely affect their safety, productivity, relationships and personal lives. The TTM curriculum is specifically designed by Mr. Harris to address how a TTM can respond promptly and effectively to each traumatic incident and work to reduce a number of undesirable outcomes. Mr. Harris is uniquely qualified to implement the sensitive set of processes and training specialties involved in providing trauma awareness within a law enforcement culture. Mr. Harris has devoted more than 35 years to the law enforcement profession as a police officer, Chief of Police, a professional counselor and a professional law enforcement trainer. He is particularly sensitive to the unique pressures that confront DEA Special Agents face regarding critical events and traumatic incidents. Market research was conducted. A Sources Notice was posted on February 24, 2014 and closed on February 28, 2014. There were no responses to the Sources Sought Notice. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available.
