Description
Description Customs and Border Protection (CBP) is in the process of evaluating the marketplace for Electronic Control Devices (ECD). To accomplish this, Homeland Security intends to make industry a partner in all facets of the acquisition process, specifically by providing existing market capabilities, strengths and weaknesses for the acquisition of this commodity. Responses to this RFI will allow CBP to incorporate industry input into the initial stages of the program. Note: RFI responses will NOT be shared with other industry suppliers and will solely be used as part of the contract planning process. Disclaimer: The following requested information to be provided is for planning purposes only and does not constitute a Request for Proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of a formal procurement process. Please reference question number with each response as follows: 1. Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address, and Size of your Organization (i.e. Large Business, Small Business) using FSC Code 8470 and SIC Code 315999 as the basis for your response. In addition, identify whether your company is ISO certified and to what level. 2. What is your organization's experience with and capability for manufacturing neuromuscular incapacitating projectile firing devices? This data should be representative for any neuromuscular incapacitating projectile firing devices you currently manufacture. 3. Has independent human effects testing been conducted on your device? Please provide all references to the applicable human effects testing and research information regarding specific device technology. 4. Please provide your manufacturing capacity for neuromuscular incapacitating projectile firing devices, batteries, and projectile cartridges on a monthly basis and what quantity could be devoted to DHS? 5. What is the normal lead-time for delivery of devices and cartridges once an order is received? 6. Are your devices serialized? 7. Does your manufacturing process allow cartridges to be identified by a specific lot number, allowing recalls or recognition of lot defects? 8. What features are provided that would relate the deployment of a device to a specific user or purchasing location? 9. What software and data storage capabilities is your company able to provide? 10. Do you allow for Government Purchase Cards as a payment mechanism? 11. Are there anticipated Government or Environmental restrictions that you are aware of that might be pending for these devices. Structure of Responses Contractors should respond to this RFI by e-mail (only) to richard.travis@dhs.gov. Contractors should limit the response to a maximum of 20 pages. The response is to be provided by 9 April 2014.
