NOTICE INTENT TO AWARD SOLE SOURCE AWARD- N6889814RCBG817 (In accordance with FAR 13.106-1(b)(1) THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of a sole source award under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is N6889814RCBG817. The 628th Contracting Squadron, 101 E. Hill Blvd., Charleston AFB SC, awarded a contract for a Bauer 40 HP I230-40-E3 compressor system. The 628th Contracting Squadron intends to make an award to Safe Air Systems, 210 Labrador Drive, Randleman, North Carolina 27317. Market research and information gathered determined this company to be the only source for this requirement. In accordance with (IAW) FAR Part 5.207(c)(15)(ii), the proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b)(ii). This notice of intent to award is not a request for competitive proposals, however; responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Justification for the Sole Source Award is as follows: In accordance with FAR 13.106-1(b)(1). SOLE SOURCE JUSTIFICATION 1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED Nuclear Power & Training Unit requires a high pressure compressor system at Joint Base Charleston - Weapon Station, N6889814RCBG817. 2. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE The only entity able to supply the existing system is Bauer, Inc., due to the fact that the system is proprietary. The U.S. Navy has created a Planned Maintenance System Maintenance Index Page (PMS MIP) for specified systems, subsystems, and equipment to be used on any naval ship. Each MIP is an index of a complete set of Maintenance Requirement Cards (MRC) applicable to a ship system, subsystem, and equipment. The PMS MIP for high pressure air compressors (HPAC) is series 5515/700-93. The PMS MIP series 5515/700-93 corresponds with a Bauer I230-40-E3 compressor system. In order to maintain the existing infrastructure and procedures, a Bauer I230-40-E3 is required. 3. EFFORTS TO OBTAIN COMPETITION GSA Advantage and SAM were queried for sources and it was determined that Bauer is the sole manufacturer of the compressor and only has one authorized distributor in the South Carolina region, Safe Air Systems. IAW FAR 5.201, a sole source notice will be posted on the Government-wide Point of Entry (FedBizOpps.gov). 4. STEPS TO PRECLUDE FUTURE SINGLE SOURCE AWARDS Actions to be taken by the requiring activity to preclude the necessity for future sole source acquisition of the same supplies/services are to procure a non-proprietary high pressure air compressor system that has specifications not unique to one manufacturer or brand, if possible. 5. CONTRACTING OFFICER'S DETERMINATION I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
