- This is a sources sought synopsis to determine the availability of potential Small Business sources capable of providing Walter Reed National Military Medical Center (WRNMMC), Bethesda, Maryland with Private Branch Exchange (PBX) and Voice Systems Maintenance Services. The resulting work will be performed at WRNMMC and/or organizations and clinics; to obtain the gamut of support resources related to Information Resource Management (IRM); from survey and plans; to operation; technical improvement; database administration; mainframe and telecommunications support (including remote access hardware/software). Inherent in providing these goods and services, the Contractor shall provide the supervision and management effort necessary for efficient and effective administration and control of work performed. WRNMMC s Telecommunications System consists of an Avaya (Nortel) Communication Server 1000M Multi-Group System (CS1000M MG). The WRNMMC Telecommunications System is critical for the delivery of Patient Care and other vital services to the Command. The system must be operational at minimum or above 99.999% reliability. WRNMMC occupies an estimated 242 acre facility with multiple buildings tying into the Command s Main Distribution Frame (MDF). The Contractor will provide repair or replacement services and preventive maintenance for any component part, hardware and associated software when it malfunctions; this includes both the Avaya (Nortel) CS1000M and associated applications. The CS1000M currently has 10,000 ports in service in FY13, which was increased from 6,200 ports in 2011. This scope includes both the Avaya (Nortel) CS1000M and the application, trunk lines, and call center services that are associated with the CS1000M. The Contractor will provide telecommunication service efforts for WRNMMC and its remote locations, including the Integrated Referral Management and Appointing Center (IRMAC), which is a centralized office that is responsible for making appointments for primary and specialty care at Walter Reed Bethesda and Fort Belvoir Community Hospital as well as some other Military Treatment Facilities (MTFs) in the National Capital Region. On-site technicians will be provided an electronic (on-line) means to view all service calls placed by Walter Reed National Military Medical Center and the status of any open calls. The vendor will be responsible for the maintenance and support of ALL Avaya (Nortel) ports and telephones including full database documents. On-site technicians will be required to document all work performed and account for their time within Walter Reed National Military Medical Center Information Technology Service System. The daily work consists of the following, but is not limited to: Installation of telephone line(s) and/or digital/VoIP/analog sets, Replacing defective telephones, handsets, handset cords, line cords and/or bases, Move or change of an existing telephone line(s) and/or digital/VoIP/analog sets, Voice Mail (Name change, Password reset, Greetings, Voice Menu s), Creating or modifying conference bridges, Activation/de-activation of authorization codes, Project planning as associated with WRNMMC ITD Staff. Actual workload may vary, but the Contractor must be able to close all regular tickets within five (5) business days including moves, adds, changes, trouble calls, conference bridge and authorization code requests, etc. This does not include department/clinic moves or new building setup. Additional reports may be required to assist in project planning or larger requests that would take additional time for the work requests to be processed. The Avaya (Nortel) CS1000M is a critical PBX servicing all of Walter Reed National Military Medical Center and other support areas. The vendor will provide 24 x 7 x 365 remote system monitoring with the following call out/dispatch response times for the CS1000M, CallPilot, Telephony Manager and TM-2000 (ACD). Emergency defined as anything affecting the PBX or related systems leading to an outage that disables in-bound / out-bound dialing, causes loss of dial tone service to over 25% of telephone sets and/or loss of voice mail system. Immediate contact with on-call Contractor staff that is assigned to Walter Reed National Military Medical Center and Telecommunication systems to diagnosis within 1 hour and an on-site technician(s) within 2 hours. All Contractors must follow WRNMMC Telecommunication Standard Operation Procedure (SOP). Non-Emergency any event other than an emergency as defined above. 1 hour initial telephone contact and diagnosis / 4 hour on-site response or as otherwise agreed upon by Walter Reed National Military Medical Center Information Technology Department Telecommunication Branch. On-Call an on-call rotation will be required and the schedule for the on-call rotation must be given to the Telecommunications Branch so that all responsible parties are easily identified as issues may arise. All technicians listed as on-call for WRNMMC will not be available or on-call for any other site other than WRNMMC. All issues/troubleshooting status must be reported to Telecommunication Branch Chief, Deputy Branch Chief, and Chain of Command. Walter Reed National Military Medical Center will require certified Avaya (Nortel) Technicians to be slated as ON-SITE to perform the daily tasks and requirements needed to assist the Command in meeting its Mission of Operational Readiness. The standard hours of operation for both locations are 06:00 to 18:00 Monday thru Friday, except on Federal holidays. Work hours are to be staggered to cover the previously stated operational hours. The following are minimum qualifications that the contractor will be expected to meet: The Contractor is required to have valid, up-to-date, and current Avaya (Nortel) certifications as an organization for all the Avaya (Nortel) systems and applications used by WRNMMC and must be an Avaya Platinum Partner. Recognition by Avaya as a Services Partner of the Year will be considered a factor for award. The Contractor shall provide resources to support other Information Technology (IT)-related tasks or projects. The contract is intended to cover all types of IT services. It would be impossible to identify all requirements and/or anticipate how technology will evolve over the life of the contract; therefore, the Contractor shall be capable of providing a broad range of IT services and keep current with emerging technologies including VoIP, Unified Communication Systems (UCS), Call Center, Service Integration, Service Migration, etc. Contract employees shall be a U.S. Citizens. Contract employees shall be current with and have completed all continuing education requirements specified by their professional licensure or certification. All military, Government civilian, consultants and Contractors, who design, develop, operate, or maintain a Network shall possess appropriate clearances and authorizations for access to system components, output, or documentation. Automated data processing (ADP) position categories shall be assigned and documented for all personnel with access to the network. Investigations appropriate for the position sensitivity designations, as stated in paragraph 3-614 of Department of Defense 5200.2-R, are: ADP I - Single Scope Background Investigation (SSBI); ADP II - National Agency Check Local Clearance (NACLC); and ADP III - National Agency Check (NAC) or Entrance National Agency Check (ENTNAC). SECRET Clearance is required for all on-site staff at WRNMMC and remote locations. All other positions under this contract must meet ADP II. The on-site Contractor is required to have an active DoD Security Clearance including any long-term backfill/replacement staff prior to reporting to WRNMMC. The anticipated period of performance for this firm-fixed priced procurement is 01 October 2014 through 30 September 2015 with 4 one-year option periods ending 30 September 2019 if all options are exercised. The North American Industry Classification (NAICS) code is 517919 and the size standard is $30.0 million. Offerors possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this source sought notice via the submission of an executive summary, no more than five (5) pages in length. Responses must use twelve point Times New Roman font. The submission should include the following information: 1) company name, address, and point of contact with corresponding phone number and e-mail address 2) Cage Code, DUNS number, business size and classification 3) relevant corporate experience information. Relevant corporate experience information is defined as experience (within the past five years) that is of the same or similar services to that which is described herein and a technical description of ability to meet the requirement (2 references). The corporate experience should include the applicable contract number, total number of FTE, contract dollar value, contract period of performance, a brief description of the services provided AND the relevancy of the services to the proposed PBX and Voice Systems Maintenance Services requirement. A customer point of contact with corresponding telephone number and e-mail address should also be included. A brief description of the capability and resources should accompany the references and should address technical competencies and organizational experience relative to the key task areas. Standard brochures and/or paraphrasing of the Source Sought Notice will not be considered sufficient to demonstrate the capabilities of an interested party.
