- PWS Attachment A Draft PWS This is a Sources Sought Synopsis, for market research purposes only, and is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The Air Force Intelligence, Surveillance, and Reconnaissance Agency (AFISRA) is seeking possible sources to provide services to support the AFISRA Distributed Common Ground System (DCGS) requirements, as outlined in Attachment 1, DRAFT PWS (under NAICS 541512). Comments on this NAICS and suggestions for alternatives must include supporting rationale. This acquisition will also require contractor personnel to possess and maintain a final US Government issued Top Secret/ Sensitive Compartmentalized Information (TS/SCI) security clearance and be DCID 6/4 eligible with a current SSBI upon contract award. The period of performance is anticipated to be a a one-year base, with 4 one-year options. Understand that the Government will be looking for relevant experience of similar size and scope. When preparing responses to Sources Sought be sure to include any teaming or subcontracting possibilities. Interested parties are requested to submit a statement of capability outlining past work that is related to this requirement as stated above. Please answer the following questions in your statement of capability: •1. The AF DCGS Enterprise network is currently composed of an Asynchronous Transport Mode (ATM) network with connections to Internet Protocol (IP) equipment. (PWS 1.2) Explain what experience your company has and how it will be able to provide support to all portions/technologies of the network while fulfilling the following services: •a. Network Configuration Management (PWS 2.4) •b. Systems Engineering Support (PWS 2.4) •c. Network Performance Management (PWS 2.5) •d. Network Engineering/Integration (PWS 2.6) •e. Network Management Support (PWS 2.7) •f. Communications Engineering (PWS 2.8) •2. The AF DCGS Enterprise includes servers, workstations, and databases located at geographically separated locations with a mix of operating systems, including Windows and Solaris, operating in three different classification levels. (PWS 2.9) Enterprise services provided include Lightweight Directory Access Protocol (LDAP), Domain Name System (DNS), and Host Based Security Systems (HBSS) (PWS Appendix C) Explain what experience your company has working in a similar environment and how it will provide 24/7 network and system administration support to multiple locations. (PWS 2.9) •3. The AF DCGS Enterprise requires security disciplines to ensure full spectrum coverage of DPOC and AF DCGS assets. (PWS 1.3) Explain what experience your company has with securing a network spread over multiple geographically separated locations. How will it provide the following: •a. Information System Security Manager (ISSM) (PWS 2.10.1) •b. Information System Security Officer (ISSO) (PWS 2.10.2) •c. 24/7 monitoring the network for incidents and technical vulnerabilities •4. The AF DCGS Enterprise requires a 24/7 help desk that is split between two locations. (PWS 2.1) Explain what experience your company has with maintaining a 24/7 help desk divided between multiple locations while providing the following: •a. IT Operations and Logistics (PWS 2.2) •b. Network Monitoring (PWS 2.3) •5. The AF DCGS Enterprise supports virtual environments which will grow in the future. Explain what virtual technologies your company has experience with and how they could be integrated into the existing security environment. •6. The AF DCGS Enterprise is supported by multiple contracts, with multiple companies. What experience does your company have in working with other contractors to solve problems that involve shared responsibility? It is imperative that you show that your companies have the experience to work with the AF DCGS Enterprise or demonstrate that you have a teaming arrangement identified to meet the requirements. The Statement of Capability shall also include: C ontractor Name a. Address b. Point of Contact (POC) c. POC phone number(s) and e-mail addresses d. Cage code e. Anticipated teaming arrangements (delineate between PWS tasks accomplished by prime and PWS tasks accomplished by teaming partners, clearly show full capability). Description of Relevant Contract Experience (Government and Commercial) a. Contract number (all contract types are applicable) b. Description of the requirement c. POC for the requiring activity d. POC address, e-mail phone number(s), fax number and the company's web page, if applicable Contractors capable of providing these services should submit a Statement of Capability, containing the above reference information via e-mail to evelyn.ligonmoton.2@us.af.mil and teresa.gonzalez@us.af.mil the Procurement Analyst and the Contracting Officer. No phone calls please. Please note that no additional information will be provided via telephone. Questions should be submitted to the above e-mail address and a response to all questions will be posted. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFP. Proprietary information or trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government reviewing responses, will have signed non-disclosure agreements and understand their responsibility for proper use and protecting from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. Responses shall be received not later than 25 Apr 14. Please note, THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL, BUT A MARKET SURVEY TO LOCATE POTENTIAL SOURCES. The response to this sources sought is limited to no more than 15 pages (8.5x11 inches), single spaced, 12pt font. In addition, identify a representative to support further Government inquiries and requests for clarification of the information provided, if needed.
