Description
The USDA Forest Service, Pacific Northwest Region (Oregon and Washington), is soliciting quotes (RFQ) for the services of Single Fallers and Faller Modules (2 fallers) for falling fire damaged and hazardous trees for use during Local, Regional, and Nationwide fire suppression and all-hazard incidents. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, trained/qualified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in the protection of lands, to include but not be limited to, severity, fire suppression, and all-hazard incidents. The Agreements will be competitively awarded by Dispatch Centers within Region 6 of the Forest Service (OR-KFC is not an option for a dispatch center). The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA). This is a total small business set-aside under NAICS 115310 with further consideration for 8(a) small business concerns and Service Disabled Veteran-Owned small businesses. The Small Business size standard for NAICS 115310 is $17.5 million. NAICS must be registered in SAM to validate business status. Fallers awarded Agreements under this solicitation will be required to complete the Arduous Level of the Work Capacity Fitness Test (WCFT). To complete the Arduous Level of the WCFT, fallers must be able to carry a 45 pound pack and walk 3 miles within 45 minutes. Fallers shall also complete additional training in order to become Firefighter 2 (FFT2) qualified. FFT2 training includes: 1)S-130 Basic Firefighter Training (required once); 2)S-190 Introduction to Fire Behavior (required once); 3)I-100 Basic Incident Command Systems (required once); 4)L-180 Human Factors in the Wildland Fire Service (required once); 5)IS-700/IS-700a NIMS: An Introduction (required once); and 6)RT-130 Annual Fireline Safety Refresher (required annually) The solicitation will be issued using the Virtual Incident Procurement (VIPR) system. To use VIPR you must have access to a computer with internet capabilities. Basic information about the VIPR system and a Vendor User Guide is located on the web at http://www.fs.fed.us/business/incident/vipr.php Other information for Vendors is listed below: 1) Vendors must have a valid e-mail address since all VIPR communications are conducted via e-mail. An e-mail address is required for all of the following registrations. 2) Vendors must have a valid DUNS Number. Request a free DUNS Number from Dun and Bradstreet on the web at https://iupdate.dnb.com/iUpdate/companylookup.htm 3) Register in the System for Award Management (SAM) as stated in the solicitation. Vendors can access SAM at https://www.sam.gov/. This system has replaced the systems formerly known as CCR and ORCA. 4) Vendors are required to have a USDA Level 2 eAuthentication account that provides the ability to conduct official electronic business transactions. Information for obtaining a level 2 eAuthentication account is available on the web at http://www.fs.fed.us/business/incident/eauth.php 5) This solicitation will use the VIPR Vendor Application to respond to the solicitation. Vendors must register in this app on the web at http://www.fs.fed.us/business/incident/vendorapp.php The solicitation will be available electronically only and will be posted to the FedBizOpps website at https://www.fbo.gov on or about March 26, 2014. Electronic responses must be transmitted in the VIPR Vendor Application no later than 4:30 P.M. Pacific Time on April 30, 2014.
