Description
1. This request for justification for other than full and open competition is for 18 1007284-101 - MLP TVS/PLT and two 1007928-101 - MLP alignment/install kits manufactured by DRS Technologies NIS. The 1-230TH Aviation of the Tennessee Army National Guard requested these units and the Contracting Division of the Tennessee Army National Guard United States Property and Fiscal Office (USPFO) is procuring them. 2. This approval is for a new firm fixed priced contract using operational and maintenance funds. 3. Estimated Value: Is on file at this office and can be obtained through Freedom of Information Act Procedures. 4. Statutory Authority: the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. 5. This product, the MLP (Mast Mounted Sight Laser Pointer), incorporates a laser pointer into the Mast Mounted Sight (MMS) attached to the mast of an OH-58D helicopter. DRS Technologies NTS is the manufacturer of the original MMS for the OH-58D helicopter; they developed the MLP after sitting through after action reviews with the pilots, and hearing about the shortcomings of the existing mast mounted sight. The MLP configured MMS allows the copilot to hold the Infra-Red (IR) visible laser on the target, allowing an immediate transition to thermal target imagery on the copilot screen, inside the cockpit. The MLP also allows a thermal to IR visible transition as well. This system has a Airworthiness Release (AWR) from the product manager, Kiowa Warrior Helicopter at Redstone Arsenal, AL authorizing flight operations with this sight installed 6. Efforts to identify other contractors were made by issuing a notice of intent to award sole source W912L714R0002 on March 26 2014. No vendors responded to this notice indicating they could fulfill this requirement. 7. Efforts were made to identify other sources of competition and to conduct market research by searching the FEDBIZOPPS.GOV website for solicitations from other agencies for the same mast mounted laser sight. 8. There are no other facts to support the use of other than full and open competition. 9. No other firms expressed an interest in this acquisition. 10. No actions to remove barriers to competition will be taken, as the DRS Technologies NIS is the only known organization who manufactures a mast mounted sight system of this type with an AWR.
