- 52.212-5 52.212-3 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is SBAHQ-14-Q-0014 and is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. The Government contemplates the award of a single firm-fixed price purchase order resulting from this solicitation. This is a total small business set-aside; NAICS code is 334112 with a small business size standard of 1,000. NAICS code has been issued a non-manufacturer class waiver by the SBA. Contractors must be registered and active in the System for Award Management (SAM) database (https://www.sam.gov) at time award is issued and throughout performance unless an exemption exists. The Government will award a firm-fixed price purchase order resulting from this solicitation to the responsible quoter whose quote is conforming to the solicitation, and will be most advantageous to the Government. Quotes must be valid for a minimum of 30 days after solicitation close date. THIS A BRAND NAME OR EQUAL PROCUREMENT IAW FAR 52.211-6. Products quoted must include, or exceed, the original manufacturer's warranty terms & conditions. Units from Nexsan come standard with a 3 year hardware and software Next Business Day warranty. However, the SBA is requesting an upgrade to the warranty as listed in CLIN 0003/4. Only new equipment will be accepted. No refurbished or used items will be considered. Quotations shall be submitted via email only to robert.atchison@sba.gov not later than Thursday, 5:00p.m. Eastern Standard Time, 3 April 2014. DESCRIPTION OF REQUIREMENT/SPECS/WORK STATEMENT CLIN 0001 - Qty (2) each, E-18 Nexsan 21.6TB system (1.2TB SAS Disks / 10000 RPM), dual controller V system each with (4) iSCSI 1GB ports - (Part# - E18V2A-21P6/1P2). Chassis must include the following specs: Install/configuration must be able to be performed on-site by Government personnel without requiring contractor assistance. Must be no less than 21.6TB raw storage Must have as a minimum, a form factor allowing storage of at least 18 x 3.5" SAS, SATA, and SSD drives Must be no less than 1.2TB 10k SAS drives Must be front loading Drives housed in multiple drawers to allow for a single person to replace drives or fans while actively being used. All Fans can be changed independent of any other component. Internal SAS bus must be 6Gbps The storage system must support enterprise-class 4TB and greater density SAS, and SATA drives as they become available Must have as a minimum, two, hot swappable, high efficiency power supplies Must have as a minimum, dual hot swappable raid controllers Must have ability to support 8Gb FC and 1Gb iSCSI at the same time and within the same controller. Must support at least the following raid levels: 0, 1, 1+0, 5, 6 Raid controllers must have at least 4GB of battery backed cache per controller Must support the ability to add 10Gb iSCSI w/o a controller change Must have at least four, 24Gb SASx4 or greater ports per storage system Must support the ability to attach at least two SAS attached JBOD expansion units The SAS attached expansion unit must have a form factor allowing storage of at least 18 x 3.5" SAS, SATA, and SSD drives Must have counter rotating drive anti-vibration feature to reduce drive and component wear and tear Snapshot and Replication must not have additional licensing fees when adding additional capacity. Management / Warranty Must provide email alerts and SNMP trap functionality Must have a web based raid and system management interface for the storage system and expansion units Must have one dedicated 100 Mb/s or greater Ethernet management port Must come with a 3 year warranty matching these requirements: Free software updates and maintenance releases Advanced replacement of any defective hardware component 2 day minimum for replacement parts to arrive on site Minimum technical support hours of 8a-5pm EST Environmental Must have a power savings function. When enabled will reduce the spindle RPM and/or spin down idle disks to save power. Must be able to operate within normal specifications at 7,000ft elevation Must be able to operate within normal specifications at a temperature range of 41°F to 95°F CLIN 0002 - Qty (2) each, Nexsan Snap / Rep license (1 required per chassis) Maintenance is required at the time of sale S/W; available on newly purchased product only. Includes embedded Snapshot/Replication management software and functionality, no capacity limitations. (Part# - ESeries-SR-L1) CLIN 0003 - Qty (2) each, Nexsan Enterprise Support, Annual 7x24 Phone support for Sev1, includes software upgrades. (Part # - OSE-SR-L1) CLIN 0004 - Qty (2) each, Nexsan E48, Premium 7x24x4 On-Site Service (Part # - OS-E48-7x24) PERIOD OF PERFORMANCE: 30 days ADC for hardware and 12 months from date of award for support services. DELIVERY/PLACE OF PERFORMANCE: U.S. Small Business Administration Disaster Assistance Customer Service Center 130 South Elmwood Ave., Suite 516 Buffalo, NY 14202 INSTRUCTIONS FOR QUOTES: 52.212-1, Instructions to Offerors - Commercial Items (Jul 2013) EVALUATION OF QUOTE: 52.212-2: Evaluation - Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made to the vendor that submits the lowest, aggregate, firm fixed-price, brand name or equal quotation. If two or more quotes are equal the award shall be made by drawing of lot limited to valid quotes. The drawing shall be witnessed by at least three persons, and the contract file shall contain the names and addresses of the witnesses and the person supervising the drawing. This is firm fixed-price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
