- SOW The Defense Human Resources Activity (DHRA) Procurement Support Office (PSO) intends to award a simplified acquisition contract on a sole source basis to LRP Publications, 747 Dresher Road, POB 980, Horsham, PA 19044, for cyberFEDS for the Defense Civilian Personnel Management Services Division (CPMS). CPMS require 35 subscriptions for use by Field Advisory Services Division (FAS) and Civilian Assistance and Re-Employment Division (CARE) advisors. These subscriptions enable FAS and CARE advisors to quickly search a large volume of reference materials on-line for key facts or case numbers and to provide advice; guidance; and interpretations of law, policy, regulations, and applicable third party decisions. Therefore, advice, guidance, and interpretations provided must be based on the latest available information. On-line research tools provide immediate access to the most current data and allow advisors to quickly and effectively research a large volume of reference materials to identify key facts or case numbers and interpretations of law, policy, regulations, and applicable third party decisions. Meeting this critical need requires an on-line research tool that can provide reliable, accurate, and up-to-date information, consolidated current case law with relevant cases, as well as access to the latest relevant publications including A Guide to Federal Labor Relations Authority Law and Practice, A Guide to Merit Systems Protection Board Law and Practice, and A Guide to Principles of Federal Sector Arbitration by Peter Broida and A Guide to Federal Sector Equal Employment Law and Practice by Ernest C. Hadley. The North American Industry Classification System (NAICS) code for this acquisition is 519130. The corresponding SIC code is 2721. The small business size standard is 500 employees. All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. If no affirmative written response is received within 15 calendar days after publication of this synopsis that a comparable source is available, contracts will be issued to LRP Publications for the requirement described above. The specific period of performance is 12-month from date of award and two 12-month Option Years. All prospective offerors must have a Commercial and Governments Entity (CAGE) code and must be registered with (SAM ) System for award Management.
