- The General Services Administration (GSA) is seeking firms that qualify under the U.S. Small Business Programs (http://www.sba.gov/) cited in the Federal Acquisition Regulation (FAR) Part 19, including Women-owned, Veteran Owned Small Businesses, Service Disabled, Small Disadvantaged, 8(a) and Historically Underutilized Business Zone (Hub Zone). THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY to identify valid sources and to gauge the business interest of commissioning firms for commissioning work intended for the renovation of the U.S. Land Port of Entry at Derby Line, Vermont. The Estimated Cost of Construction at Award (ECCA) is $13,500,000.00. MARKET RESEARCH IS BEING CONDUCTED to determine if there are small businesses with the capabilities and experience to perform the required work. GSA will use information obtained through this synopsis to develop an acquisition strategy. T HIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. GSA is seeking qualified Commissioning Agents that have a technical background and in-depth expertise with the commissioning process, including verification techniques, functional performance testing, system equipment and O&M knowledge. The Commissioning Agent must have significant in-building commissioning experience, including technical and management expertise on projects of similar scope, size and type. Further the CxA shall bring a total building commissioning perspective to the project, be knowledgeable in national building fire codes, as well as water-based extinguishing systems, detection systems, LEED, energy efficiency imperatives and demonstrate experience with Federal requirements (i.e. blast, progressive collapse, security, etc.). U.S. Land Port of Entry Derby 91, Derby Line, Vermont The intent of this project is to upgrade and modernize the Main Port Building. The scope of this work includes replacement of the roof, windows, ceiling systems, light fixtures, renovation of rest rooms, painting of the facility, upgrades to the mechanical and electrical systems. The intent of this project is also to replace the Commercial Inspection Building, replace the existing primary and secondary inspection canopies, lane and booth enhancement and construction of a non-commercial secondary inspection building. Once a Request for Proposal has been issued a proposal may be rejected if the bidder or the subcontractor has established on former jobs, either Government, municipal, or commercial, a record of unsatisfactory performance, has repeatedly failed to complete contracts awarded to them within the contract time, or otherwise fails to meet the specified competency qualifications. The North American Industry Classification System (NAICS) is Commissioning Agent under the 541310 Architectural Services with a Small Business Standard under $7.0 million, 541330 Engineering Services with a Small Business Standard Under $14.0 million, and 541618 Other Management Consulting Services with a Small Business Standard under $14.0 million, with the specified annual revenue for the previous three years. Interested parties should furnish the following information: 1.) Company name, DUNS number, address, point of contact, telephone number, e-mail address, and website address. 2.) Business type: Women-owned, Veteran Owned Small Businesses, Service Disabled, Small Disadvantaged, 8(a) and Historically Underutilized Business Zone (Hub Zone), large or small business, etc. 3.) Annual Revenue to establish small or large business size standard. 4.) List any previous government contracts. 5.) How many LEED Gold projects have you performed the commissioning aspect? 6.) How many LEED Accredited professional do you have on staff? 7.) Do you have a satellite office or the ability to hire qualified individuals within 100 miles of Derby Line, VT?
