- NASA/GSFC has a requirement for an Adenosine Triphosphate (ATP) monitoring unit, called PallCheck. This unit is needed for measuring the contamination control analysis of swabbed surfaces of non-flight hardware and witness materials for the OSIRIS-REx asteroid sample return mission. We require that the portable unit have a sensitivity of 4 pg ATP/ml that corresponds to ~1000 cells. The sensitivity of the PallCheck system is 0.4 pg/ml and will meet our measurement requirement. Pall Corporation provides a portable unit for the analysis of ATP collected from swab surfaces. It works on the basis of measurement of ATP which is released from cells and converted to light using the luciferin/luciferase substrate/enzyme from the firefly, Photinus pyralis. Since all living cells contain ATP, monitoring ATP bioluminescence can be used to check with a fast and simple test whether surfaces are contaminated, eg with bacteria, or evaluate microbial activity of samples. NASA/GSFC intends to purchase the items from Pall Corporation pursaint to FAR 13.106 for the acquisition of supplies or services determined to be resonably available from only one source. The PallCheck is the only vendor that we believe will meet our requirement for a unit with single cell detection of 4 pg ATP/ml that corresponds to ~1000 cells and is portable. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 11, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government Oral communications are not acceptable in response to this notice.
